SAIC is seeking a highly qualified Test Engineer Principal to support the Advanced Battle Management System (ABMS) Digital Infrastructure (DI) Network Designer & Deployer program in support of the Department of the Air Force (DAF) Program Executive Officer for Command, Control, Communications and Battle Management (PEO C3BM).
The ABMS DI Network is the backbone of the DAF BATTLE NETWORK — the Air Force's contribution to the DoD's Combined Joint All-Domain Command and Control (CJADC2) warfighting concept. This program delivers a secure, resilient, multi-enclave digital infrastructure spanning Unclassified through TS/SCI security domains, integrating cutting-edge commercial and government technologies, including cloud computing, SD-WAN, Enterprise Cross-Domain Solutions, Data Distribution Networks, Scalable Transport, and Data Link Integration Modules across global operational sites.
As the Test Engineer Principal, you will serve as the senior technical authority for all test and evaluation activities across the ABMS DI Network Work package — designing, executing, and documenting rigorous test strategies that validate every Major and Minor DI Network Release before it reaches the warfighter. Your work is mission-critical: every release you certify puts new operational capability into the hands of commanders making decisions across all domains of modern conflict.

Job Responsibilities
• Serve as the senior test engineering authority for the ABMS DI Network program, leading the development, execution, and documentation of comprehensive test and evaluation strategies across all DI Network Major and Minor Releases and work packages
• Design and implement end-to-end test plans, test procedures, and test reports for all DI Network foundational features, including DI Network Cloud, SD-WAN, Enterprise Cross Domain Solutions (E-CDS), Data Distribution Network (DDN), Scalable Transport, and Data Link Integration Module (DLIM)
• Lead feature and component-level testing across all DI Network security enclaves, including Unclassified, Secret, Secret//REL, and TS/SCI, ensuring all network capabilities meet government-defined performance thresholds and operational requirements prior to deployment
• Develop and maintain the program's Master Test Plan (MTP) and associated test artifacts, ensuring alignment with government-directed quarterly Release Planning Events (RPEs) and 90-day DI Network release cycles
• Coordinate with the DI Network Manager, Design Work Package teams, and government Configuration Control Boards (CCBs) to ensure test results and findings are integrated into release decisions and baseline configuration management processes
• Execute integration testing across the full DI Network System of Systems architecture, validating interoperability between SD-WAN orchestration policies, cloud infrastructure, cross-domain solutions, and transport layers
• Design and conduct performance, stress, and regression testing to validate DI Network technical objectives, including network throughput, latency, Quality of Service (QoS), resiliency, and failover capabilities across diverse underlay transport paths
• Lead cybersecurity and Zero Trust validation testing, coordinating with program cybersecurity personnel to ensure all DI Network releases meet RMF authorization requirements and security control baselines across all classification enclaves
• Identify, document, and track defects and test discrepancies through resolution, working collaboratively with design and development teams to ensure timely closure prior to release deployment
• Develop and maintain automated test frameworks and tools to support continuous integration and continuous delivery (CI/CD) pipelines aligned with the program's Infrastructure-as-Code (IaC) and Configuration-as-Code (CaC) development approach
• Provide independent test assessments and technical recommendations to program leadership and government stakeholders, supporting evidence packages for Government-led CCBs and Milestone Decision Reviews
• Mentor and provide technical guidance to junior test engineers and cross-functional team members, establishing test standards and best practices across the program
Qualifications
• Bachelor's Degree in Engineering, Computer Science, Information Technology, or related technical field + 10 years of related experience OR Master's Degree + 8 years of related experience
• Minimum 5–7 years of experience in a senior test engineering or test leadership role supporting large-scale DoD systems integration or network infrastructure programs
• U.S. citizenship, and an active Secret clearance required at time of hire; must be able to obtain and maintain TS/SCI
• Demonstrated experience developing and executing test plans, test procedures, and test reports for complex systems-of-systems in a DoD or defense contracting environment
• Strong understanding of network architecture concepts, including SD-WAN, cloud infrastructure, cross-domain solutions, and multi-enclave security environments
• Experience conducting testing across multiple DoD security classification levels, including Secret and TS/SCI enclaves
• Familiarity with DoD test and evaluation frameworks, including DT&E, OT&E, and the DoD Risk Management Framework (RMF) / Authority to Operate (ATO) processes
• Excellent written and verbal communication skills with demonstrated ability to produce technical test documentation and brief findings to senior government and program leadership
• Willingness and ability to travel approximately 25% to CONUS and OCONUS DoD installations and test facilities
Desired Skills:
• ISTQB Certified Tester (Foundation, Advanced, or Expert Level) – Highly Desirable
• CompTIA Security+ certification or equivalent DoD 8570/8140 IAT Level II baseline certification
• Certified Test Engineer (CSTE) or equivalent professional testing certification
• Experience with automated test tools and frameworks, including Selenium, Pytest, Robot Framework, or equivalent
• Proficiency with network analysis and diagnostic tools, including Wireshark, SolarWinds, IXIA, or equivalent network performance testing platforms
• Experience testing SD-WAN solutions from leading OEMs (e.g., Cisco Viptela, VMware VeloCloud, Palo Alto Prisma), including orchestration policy validation and SLA performance testing
• Familiarity with AWS GovCloud environments (IL-4, IL-6, IL-6 REL//FVEY) and cloud-based infrastructure testing methodologies
• Experience with Zero Trust Architecture validation testing and Identity, Credential, and Access Management (ICAM) system testing
• Knowledge of Data Link systems and tactical communications protocols, including Link 16, JREAP, or equivalent
• Experience supporting Configuration Control Boards (CCBs), technical baseline reviews, and agile release planning events in a DoD program environment
• Familiarity with Infrastructure-as-Code (IaC) tools such as Terraform, Ansible, or equivalent for automated environment provisioning and test environment management
• Experience with DoD RMF processes, Security Technical Implementation Guides (STIGs), and security control testing in multi-enclave network environments
• Proficiency in Microsoft Office Suite and test management platforms such as JIRA, Confluence, HP ALM, or equivalent
