SAIC is seeking a Vice President of Business Development to lead growth for its Intelligence Community portfolio, a business that generates more than $1B in annual revenue across IC and affiliated national security customers. This executive will report directly to the Senior Vice President of Business Development and will serve as the senior BD lead for the Intelligence Community market.
The VP will partner with business group and line leadership to shape strategy, drive pipeline quality, improve capture discipline, and deliver performance against revenue, profit, submits, book-to-bill, and win-rate objectives. The ideal candidate will bring a strong combination of Intelligence Community credibility, government customer engagement, mission integration experience, and disciplined business development leadership.
This role is well suited for a positive, mission-oriented executive who can connect customer priorities, operational mission needs, acquisition strategies, partner ecosystems, and SAIC capabilities into executable growth strategies and winning pursuits.
Core Accountability
Own the Intelligence Community growth strategy, pipeline health, customer engagement model, mission-integration approach, and capture execution discipline required to achieve SAIC's annual operating plan and long-range growth objectives.
Key Responsibilities
• Lead Intelligence Community growth strategy. Develop and execute the IC market strategy in partnership with business group, account, operations, solution, and capture leadership. Translate customer priorities, mission needs, budget signals, competitor positioning, and SAIC capabilities into a focused growth agenda.
• Serve as a mission-integration leader. Use prior IC service, government mission experience, or sustained work inside IC mission environments to connect customer missions, operational workflows, data and analytic needs, security requirements, acquisition priorities, and SAIC solutions.
• Drive financial performance. Partner with line leaders to achieve or exceed targets for revenue, profit, submits, book-to-bill, win rate, qualified pipeline, and backlog growth. Provide routine pipeline sufficiency and risk analysis to support AOP execution and corporate data calls.
• Shape and qualify major opportunities. Personally engage in identifying, shaping, qualifying, capturing, and proposing two to four large opportunities annually, with emphasis on pursuits greater than $150M and strategic opportunities greater than $250M.
• Strengthen pipeline discipline. Implement clear standards, metrics, and operating rhythms for pipeline development, gate reviews, qualification, capture planning, proposal readiness, and data integrity. Ensure high-quality, on-time gate presentations and actionable leadership decision material.
• Lead customer engagement. Develop, maintain, and leverage relationships with key IC decision makers, mission owners, acquisition officials, and influencers. Coach BD, capture, and line personnel on disciplined customer engagement, account planning, and opportunity shaping.
• Build strategic partnerships. Engage industry peers, small businesses, and technology partners to form differentiated teams. Work with SAIC Competitive Intelligence to develop competitor assessments, teaming strategies, price-to-win insights, and win themes.
• Develop and lead talent. Manage approximately five assigned BD/capture professionals, including assignments, coaching, professional development, performance management, and retention. Serve as a mentor and teacher for BD, capture, proposal, and customer-engagement best practices.
• Support enterprise growth initiatives. Work with the Senior Vice President of Business Development to implement priority growth initiatives, marketing-communications strategies, investment planning, and leadership-level presentations.
• Represent SAIC with executive presence. Prepare and deliver written materials, briefings, reviews, and executive updates for senior leadership, customers, and industry partners with clarity, accuracy, professionalism, and disciplined follow-through.
Qualifications
Bachelor's degree or higher in a relevant business, technical, national security, or professional field and 20+ years of relevant experience.
• 15+ years of experience in growth-related functions, including strategic planning, business development, capture, and proposal development.
• 10+ years of experience supporting Intelligence Community customers or IC opportunities, with strong preference for experience across multiple agencies such as MPO, DIA, ODNI, NRO, NGA, NSA, CIA, and SOCOM.
• Prior service inside the Intelligence Community, military intelligence, national intelligence, or a comparable government mission organization is strongly preferred; alternatively, demonstrated embedded mission-integration experience working directly with IC government customers.
• Demonstrated ability to translate customer mission needs, operational concepts, data and analytic workflows, security requirements, and acquisition priorities into executable growth, capture, and solution strategies.
• Active or immediately obtainable TS/SCI clearance; current SSBI and polygraph strongly preferred or required based on customer portfolio needs.
• Proven record of capturing and winning large, complex Federal opportunities, including proposals greater than $250M.
• Demonstrated ability to manage a qualified pipeline exceeding $5B, maintain data integrity, and brief pipeline sufficiency, risk, and investment needs to senior leadership.
• 5+ years of experience managing personnel directly or leading complex cross-functional teams, captures, proposals, or major growth initiatives.
• Significant proposal-room leadership experience as a Book Boss, Proposal Manager, Solution Architect, Capture Manager, or equivalent senior proposal contributor.
• Demonstrated ability to engage and influence customers, acquisition officials, mission stakeholders, industry partners, and internal executives.
• Strong knowledge of Federal acquisition processes, the Federal Acquisition Regulation, competitive procurement strategy, and business case development.
• Experience with joint ventures, strategic teaming arrangements, and partner ecosystem development.
• Proficiency with Microsoft Office Suite and at least one customer relationship management or pipeline management tool, such as Deltek GWCM or Salesforce.
• Ability to travel up to 20%.
