The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPA's NATO Allied Command Transformation Group, within JOID, provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. We have a near-term need for an Exercise Coordination and Multi-domain Force Development Support Analyst to provide onsite support out of Norfolk, VA. Responsibilities The Exercise Coordination and Multi-comain Force Development Support SME will be required to execute the following tasks: For Exercise Planning & Coordination: support the development, refinement, and documentation of exercise-related campaign plans, concepts, and supporting products and participate in planning conferences, workshops, and coordination events, ensuring integration of warfare development themes and priorities. For the Audacious Training & Warfare Development Support area: assist in implementing and refining Audacious Training Lines of Effort (enhancing realism, leveraging new technology/innovation, and acting on lessons learned) and support identification, refinement, and documentation of Warfare Development in Exercise (WDiE) themes and candidate activities. For the Assessment & Reporting area: support after-action review (AAR) and lessons-learned processes, drafting formal reports and recommendations and contribute to the development of rolling programmes of work for WDiE and related initiatives. For the Stakeholder Engagement area: coordinate with NATO entities (e.g., SHAPE, JWC, JFTC, JATEC, JALLC), partners, and external stakeholders as required and track, consolidate, and report on branch contributions to NATO-level guidance (e.g., SACEUR's Guidance on Education, Training, Exercises, and Evaluation (ETEE). For the Administrative & Knowledge Management area: maintain records, schedules, and documentation repositories and provide regular progress updates to the designated Project Lead and COTR. Additional tasks include: Directly supportting the Branch Head as required and represent ECAB at meetings and conferences both within and outside NATO boundaries, with anticipated travel requirements of up to 30 days per year and performing additional tasks as directed by the COTR that are consistent with the assigned labor category and within the scope of this contract. Qualifications Required: Citizenship of one of the NATO member countries. Bachelor's or Master's degree in International Relations, Defence/Strategic Studies, Political Science, Emergency Management, or related field; OR equivalent professional experience. Minimum of 5 years' experience in military exercise planning, collective training, or defence transformation initiatives. Familiarity with NATO exercise planning processes and documents (e.g., NATO Warfighting Capstone Concept, Warfare Development Agenda, Bi-SC Collective Training & Exercises Directive, SACEUR's Guidance on ETEE). Proven ability to draft professional-level planning documents, reports, and campaign plans. Proficiency with MS Office Suite and collaborative platforms. Strong organizational and project management skills. Excellent oral and written communication skills. Experience coordinating with multinational or interagency partners. Availability to travel to any NATO entity within the 32 Nations (valid passport with no travel restrictions to NATO nations). Able to work fully onsite based on client needs. Active NATO Secret-level security clearance or valid national Secret clearance.
