The AUKUS, Submarines, and Industrial Base Group (ASIG), within SPA's Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction.  Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces.  Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

Responsibilities

Responsibilities:

 

  • Conduct research and synthesize data related to defense budgets, policy, procurement, and industrial base capacity to support senior leadership strategic discussions and decision making.
  • Support the evaluation and analysis of strategic acquisition programs, specifically focusing on shipbuilding procurement strategies, contract mechanisms, and business case analyses.
  • Draft, edit, and fact-check a variety of communication and presentation materials, including policy briefs, talking points, and internal reports.
  • Assist in monitoring current investment projects, including analyzing data elements and tracking return on investments and metrics.
  • Support the organization in meetings and events related to shipbuilding and industrial base strategy initiatives.
  • Travel: up to 10% of the time, as necessary.

Qualifications

Required Qualifications:

  • Bachelor's degree in public policy, economics, business, international relations, engineering, or a related field; or equivalent combination of education and relevant experience.
  • 3+ years of demonstrated experience conducting quantitative and qualitative research, including collecting, cleaning, and synthesizing complex datasets.
  • Familiarity with defense budgets, defense acquisition, or related government budgeting and procurement processes.
  • Experience supporting analysis of large, complex programs, preferably in defense acquisition, shipbuilding, or industrial base/ manufacturing environments.
  • Ability to analyze procurement strategies and contract mechanisms and contribute to business case and cost-benefit analyses.
  • Strong written communication skills with experience drafting, editing, and fact-checking policy briefs, talking points, reports, or similar analytical documents for senior audiences.
  • Proficiency with productivity and analysis tools (e.g., Microsoft Excel, PowerPoint, Word) to develop data-driven presentations and reports.
  • Strong attention to detail, with the ability to track metrics, interpret investment performance, and clearly communicate findings.
  • Proven ability to work collaboratively in a fast-paced, team-oriented environment and effectively support meetings and events with internal and external stakeholders.
  • Ability and willingness to travel up to 10% of the time, as required.
  • Ability to obtain and maintain a SECRET clearance during employment.

 

Desired Qualifications: 

  • Master's degree in public policy, economics, business administration, engineering, security studies, or a related field.
  • Experience working with or within the Department of War, Navy, or other federal defense/acquisition organizations.
  • Direct experience with shipbuilding programs, defense industrial base issues, or major capital acquisition programs.
  • Familiarity with defense planning, programming, budgeting, and execution processes, including analysis of defense budget justification materials.
  • Experience conducting business case analyses, cost-benefit analyses, or return-on-investment assessments for large programs or portfolios.
  • Knowledge of federal acquisition regulations, contracting mechanisms, and procurement strategies (e.g., multiyear procurement, IDIQ, OTAs).
  • Proficiency in data analysis tools or methods (e.g., advanced Excel functions, statistical software, or data visualization tools such as Power BI or Tableau).
  • Prior experience preparing materials and talking points for senior executives or government leaders and supporting high-level meetings or briefings.
  • Strong organizational skills with demonstrated ability to manage multiple tasks, deadlines, and stakeholders in a dynamic environment.
  • Familiarity with U.S. naval shipbuilding, maintenance, or maritime industrial base dynamics and associated policy issues.
