Our Financial Management & Business Analysis Portfolio supports the U.S. Army Space and Missile Defense Command (USASMDC); the Office of the Assistant Secretary of the Army (ASA) Financial Management and Comptroller (FM&C); the U.S. Army Financial Management Command (USAFMCOM); the Defense Health Agency (DHA); and many other DoD customers. We ensure the Army FM systems and processes are modernized and integrated to provide a complete range of financial and cost information needed for the Army to conduct business transactions, provide accountability to the public, and to support performance reporting and decision making. We provide effective functional systems support, user technical support, training support, and governance support of the Army's modernized and deployed FM domain ERP systems (GFEBS / GFEBS-SA / GCSS-A (Finance)), ensuring technological capabilities maturation and evolution aligns with Army and FM domain goals and objectives.
We are looking for a Knowledge Manager to support Program Executive Office (PEO) Missiles and Space, Program Director, Integrated Fires Directorate (IFD) – International, Foreign Military Sales in Huntsville, Alabama.
The Knowledge Manager will work collaboratively across programs, providing coordination and oversight for daily operations, short- and long-range planning, and acquisition systems management for Foreign Military Sales (FMS) activities throughout their states of maturity. Additionally, this position will present findings, research, and recommendations to Government customers for decision and action, develop white papers, executive summaries, informational and decision briefs, and other correspondence across the programmatic, technical, and logistics domains. The Knowledge Manager will be expected to provide Knowledge Management (KM) process and tool development, implementation, training and maintenance, develops tools/applications for process improvement.
Responsibilities
- Develop and establish program policies, processes, and systems to capture, harness, and exploit intellectual capital from across an organization as well as its stakeholder, peer, and higher headquarters communities.
- Leverage technology to disseminate knowledge products and maintain connectivity between people and information to ensure a timely, and informed decision-making capability for the organization.
- Serve as transformation/change agent by identifying, sharing and implementing best practices for internal/external tool development and administration.
- Continuously develop and maintain organization's website/portal to ensure knowledge dissemination to users. Develops Power Applications using Power Apps within MS Teams.
- Assist the leadership in directing and fostering a cultural KM change in the organization while providing recommendations and options to institutionalize processes and tools.
- Educate employees about KM processes and tools and their benefits.
- Effectively and efficiently meet the organization's business objectives and be proficient in gathering business requirements, as well as designing, developing, testing, maintaining, and optimizing the use of KM sites and software applications integrated.
- Promote KM and build knowledge teams for the purpose of developing and implementing a content migration plan.
- Maintain the continuous development of new organizational and online communities.
- Develop and implement change management program to assist in moving the organization toward a knowledge-centric culture.
- Provide detailed assessments and recommended changes to program, technical, logistics, and administrative documentation.
- Maintain configuration control and archival of administrative and program documentation.
- Analyze, complete or sub-task, and track to completion assigned requirements from parent organizations.
- Maintain required office schedule, organize, and lead meetings with stakeholders as required.
- Coordinate directly with key stakeholders to ensure supported efforts remain properly aligned both internally and externally to the organization.
- Provide advice on difficult problems that require knowledge of the subject matter and any dependencies.
- Prepare reports, studies, presentations and related documentation to support the leadership team.
- Develop charts and graphs to record results, present critical information, and document decisions.
- Complete other duties as assigned.
Qualifications
Required Qualifications
- Possess an active DoD SECRET clearance
- 3-10 years of experience and a Bachelor's degree in information management, information technology, education, or other related field
- Advanced knowledge and skill with MS Word, Excel and PowerPoint, MS Teams, SharePoint, and Power Apps
- Demonstrated ability to build teams, re-engineer business processes, and motivate others to attain new and unfamiliar goals and objectives
- An inherent working knowledge of the Department of Defense Acquisition process
- Proven ability to assess complex problems and to synthesize assessments into a coherent position
- Strong written and verbal communication skills
- Ability to work independently and effectively with senior leaders, technical personnel, military personnel, government civilians, and contractors
- Ability to work in the Huntsville, Alabama area and support the IFD mission in person five days per week, eight hours per day. Telework is by exception based on mission requirements
