The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPA's NATO Allied Command Transformation Group, within JOID, provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. We have a near-term need for a Senior Requirements Enterprise Architect to provide onsite support in Norfolk, VA. Responsibilities The Senior Requirements Enterprise Architect will perform analysis of existing capability architectures and their modelling at enterprise level, including identification of gaps, overlaps, and dependencies among capabilities and related programs. Perform modelling, architecture, and design activities of new capabilities to ensure completeness, consistency, and clarity of requirements-related work. Produce relevant NATO Architecture Framework (NAF) perspectives in support to capability design and requirement definition as well as to enterprise and portfolio management. Support the elicitation, capture, development, analysis, evaluation, and traceability of capability requirements and identification of dependencies from other capabilities and/or regulatory requirements. Support the elicitation, capture, development, analysis, evaluation, and traceability of higher and lower-level requirements (such as capability targets, operational requirements, system specifications, interoperability requirements, etc.). Support P3M planning activities to ensure that the dependencies between architecture and the other elements of the plans are understood and taken into consideration. Maintain the architectural artifacts in their repositories ensuring version and configuration control. Provide technical guidance and mentoring in the area of architecture to requirements managers. Support the development, analysis, and review of concepts of operation, courses of action, and alternatives. Coordinate DOTMLPFI development and implementation synchronization; support the development of recommended courses of action to resolve issues relating capability development. Organize and participate in workshops, seminars, conferences, and meetings in support of the activities above. Collaborate with National and international military and civilian organizations, including Centers of Excellence and academia, in support of the activities above. Support other requirements management activities across the capability lifecycle. Support change and configuration management of requirements across the lifecycle. Support the coordination of architecture related products with Management and Governance. Assist the Branch Head CR and travel to meetings and conferences both within and outside NATO's boundaries for up to 30 days per year. Qualifications Required: Citizenship of one of the NATO member countries. Active NATO or National Secret (or higher) clearance. At least 5 years in the last 10 of demonstrable experience with hands-on development of business, application, and technology architectures, using professional modelling tools (e.g. Sparx, ARIS, BizzDesign), in accordance with TOGAF or comparable architectural frameworks (e.g. Zachman, DoDAF, UAF). One or more certifications in recognized Enterprise Architecture methodologies and frameworks like TOGAF, Zachman, DoDAF, UAF or similar, along with proficiency in ArchiMate notation. Demonstrable ability to present complex architectures in an easy understandable and accessible way to non-technical audiences, from end users to senior decision makers and approval boards.
Qualifications
Required: Citizenship of one of the NATO member countries. Active NATO or National Secret (or higher) clearance. At least 5 years in the last 10 of demonstrable experience with hands-on development of business, application, and technology architectures, using professional modelling tools (e.g. Sparx, ARIS, BizzDesign), in accordance with TOGAF or comparable architectural frameworks (e.g. Zachman, DoDAF, UAF). One or more certifications in recognized Enterprise Architecture methodologies and frameworks like TOGAF, Zachman, DoDAF, UAF or similar, along with proficiency in ArchiMate notation. Demonstrable ability to present complex architectures in an easy understandable and accessible way to non-technical audiences, from end users to senior decision makers and approval boards.
