Qualifications

Required: 

  • Active TS/SCI clearance
  • Master's degree in a program management-related discipline, e.g., Management, Systems Engineering, or Program/Project Management with the following levels of equivalency:
  • Bachelor's degree in a related discipline and at least 6 years of relevant program/project management experience in lieu of a Master's degree
  • 15 years of relevant experience in U.S. Air Force or U.S. Space Force space system design, development, production, test, verification, deployment and operation
  • Advanced knowledge of space threat environment, joint domain targeting, planning, and Command and Control (C2) activities
  • Domain expertise in DoD and Air Force intelligence capabilities, processes, and procedures
  • Domain expertise in space systems engineering; space systems design, development, integration and test; and transition to operations
  • Advanced knowledge in electronic attack technologies and system design implementation
  • Deep knowledge of and operational experience with the Joint Space Operations Center (JSpOC), USSTRATCOM, and their mission partners and associated relationships
  • Advanced experience with Special Technical Operations (STO), preferably in a joint environment with geographically-dispersed units
  • Domain expertise generating organizational policy and ensuring compliance with existing higher-level policy within the USSF and DoD
  • Advanced ability to develop solutions to problems of unusual complexity that require a high degree of ingenuity and innovation
  • Advanced experience managing and integrating activities in accordance with contract requirements to ensure technical, schedule, cost, and financial performance
  • Advanced ability to define or contribute to the program baseline and execute the program to comply with baseline requirements
  • Advanced expertise managing risk, customer relationships, and program staffing
  • Domain expertise escalating and resolving minor program issues
  • Reports to designated work location in Hunstville, AL, up to full time, based on the needs of the customer

Desired:

  • Active or prior SAP access
  • Active USSF/SSC/SZ or BC SAP access
  • Current Counterintelligence (CI) polygraph or willingness to sit for one 
  • Specific direct experience performing program/project management tasks in the U.S. Air Force and/or the U.S. Space Force space system acquisition and/or operational environments 
  • Specific direct knowledge and experience with program/project management-related activity associated with Space Domain Awareness (SDA), Space Situational Awareness (SSA), Space Control, Space System Communications, satellite design, launch operations and space system operations 
  • PMP certification; CSEP or ESEP (from INCOSE) 
  • Domain expertise in MS Office Suite applications, especially MS Project and MS SharePoint, Task Management Tool (TMT), and the Comprehensive Cost and Requirement System (CCaRS) 
  • Proficiency in Model-Based Systems Engineering (MBSE) tools and techniques, DOORS, MATLAB, Jira, Confluence, and/or other similar program/project management tools


Responsibilities

SME-Level Program Managers assist Program Office leadership performing requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability, and analysis. Will work with program and project managers to support the design, development, and instantiation of space systems and advanced system capabilities. Successful candidates we seek for this important opportunity will help enable advanced capabilities and proactive protective understanding of how space-based assets and programs operate, interact, and serve our highest priority national defense.

 

Key duties associated with this role include but are not limited to the following:

  • Space control mission planning, electronic support, signal processing and communications, and CONOPS development.
  • Collect and aggregate obligations and expenditures data from CDRLs.
  • Use and track within the Comprehensive Cost and Requirements System (CCaRS).
  • Manage operations strategy and the space control mission.
  • Coordinate and manage exercises and operations training.
  • Develop and manage technical requirements.
  • Design Use Cases and Vignettes for Modeling and Simulation (M&S) models and scenarios.
  • Assess technical requirements.
  • Leverage the relationships between Combatant Command (COCOM) and Tactical Control (TACON) authorities.
