The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. Responsibilities
The candidate will be senior level program manager, advising the US and RAN Performance Monitoring Team (PMT) Officer in Charge and Assistant Officer in Charge. The title of the candidate is PMT Site Manager and will have expert level knowledge of the front end PMT operations with Squadron staff, as well as expert knowledge of NAVSEA PMS392 and warfare center operations, including technical authority, and interfacing with NAVSEA 05U7 engineers and the various In Service Engineering Agents (ISEA) at all submarine warfare centers. The Site Manager will assist with the PMT site standup and training on the various PMT Standard Operating Procedures (SOPS), PMP Operations Manual, and NAVSEA 05U7 SOPS dealing with the collection of the CBM data, “K” coded PMS inspections, expert level knowledge of the PMP IT system called Submarine Maintenance Monitoring Information System (SMMIS) and SKED. The various product lines managed include: direct PMT Fleet Support, Depot Availability Work Package Planning, Submarine Extension of Operating Cycles/Intervals, Service Life Extensions, Engineering investigations with ISEAs and SEA05U7. The candidate will oversee the PMT Technical Training Program, PMT travel for training, the general and special purpose test equipment program, processing of PMS Force Revisions in SMMIS and hull configurations. The candidate will provide oversight into high level communications back to NAVSEA to include senior level briefs, engineering memos, and participating in meetings like the Top Management Attention (TMA). The Site Manager reports to the NAVSEA PMS392 Performance Monitoring Program Manager (PMS392P4) and the PMP Technical Manager (PMS392P41). The Site Manager fulfills the role as the Submarine Reliability, Maintainability, and Availability (RAM) Working Group to investigate fleet reliability issues and formulate solutions, including Failure Effects Mode Analysis, Reliability Centered Maintenance, working with vendors and ISEAs, and the budgeting needed. This includes helping the ISEAs develop Engineering Change Proposals (ECPs) and interfacing with PMS392 Platform Managers, Modernization, and Logistics personnel.
Qualifications
- U.S. Citizenship with valid US passport
- Extensive submarine system operational and technical knowledge (ie senior submarine watch stations like Engineering Watch Supervisor, VA Class Pilot/CoPilot, 3MC)
- Virginia Class SSN experience
- Subject matter expert in Performance Monitoring Team (PMT) operations and NAVSEA interface
- Understanding of submarine Lifecycle management, Organizational, Intermediate, and Depot Level maintenance
- Expert level knowledge on the PMS system, SKED, JFMM, SUBSAFE Requirements Manual
- Ability to travel to various PMT locations, NAVSEA HQ, warfare centers, typically one week a month
- Active SECRET (or higher) security clearance and the ability to maintain it throughout employment
- Able to prepare written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge
- Thorough understanding of grammar, sentence structure, and intended audiences to the process of reviewing, editing, or constructively critiquing a document, publication, or message
- Skill in clearly and effectively conveying information verbally to senior leaders; able to deliver clear, effective communication and ability to take responsibility for understanding others
- Knowledge and ability to use computers and related technology; proficient in Microsoft Office products, including MS TEAMS
- Able to work fully onsite based on client needs, and ability to go down onboard submarines for diagnostics and ship checks
