The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPA's NATO Allied Command Transformation Group, within JOID, provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. We have a near-term need for a Wargame Analyst to provide onsite support in Norfolk, VA. Responsibilities The candidate will develop and support the creation of the Data Collection and Analysis Plan (DCAP), ensuring it is tightly coordinated with the wargame design and scenario objectives. The DCAP shall include: key problem statement and issues, research questions and sub-questions, essential elements of analysis and measures of merit, collection schedules tied to gameplay, methods for qualitative and quantitative data capture, and plans for transforming data into wargame analytical reports. Organize and conduct daily analyst coordination meetings during wargames, ensuring comprehensive data collection aligned with the DCAP. Actively collect data during wargames assigned, ensuring objectivity and accuracy, while also observing player decision-making processes and group dynamics. Evaluate and validate data quality, and independently cross-check insights from multiple sources. Produce interim and final analytical reports in line with the DCAP, integrating observations from scenario execution, player actions, and adjudicated outcomes. Participate in scenario, design, and event planning meetings to ensure analytical requirements are embedded in all aspects of wargame preparation and execution. Contribute to after-action reviews, providing insights on the analytical process and supporting the identification of lessons learned. Contribute to drafting sections of final wargame reports and any additional documentation required, incorporating analytical findings, scenario insights, and lessons identified, as directed by the COTR. Undertake other analysis-related or wargame support tasks within the scope of this contract as assigned by the COTR. Qualifications Required: Nationality of one of the NATO member countries. Bachelor's degree in mathematics, analysis, or a related field. 4+ years of experience with demonstrated professional experience in wargame or operational experimentation analysis in the past 5 years, preferably within multinational, military, or joint/combined environments. Demonstrated ability to develop or execute data collection and analysis plans (DCAP) for complex events. Demonstrated experience producing analytical reports and delivering briefings on insights and outcomes to senior audiences. Demonstrated experience working in multinational teams. Demonstrated stakeholder coordination experience. NATO Secret Security Clearance or national equivalent. Demonstrated proficiency in English as defined in STANAG 6001 (SLP 4444) or equivalent. Demonstrated proficiency in the use of the Microsoft Office Tool suite and collaborative platforms. Demonstrated experience supporting data collection and analysis for NATO wargames at the operational or strategic level. Demonstrated experience preparing final analytical reports, contributing to after-action reviews, or writing analytical annexes to wargame reports. Able to work fully onsite based on client needs.
