Overview

The AOT Manager will collaborate with internal and external stakeholders, such as FHWA Regional office, and other Agency Divisions. 

 

Additional duties include:

  • Managing the contracts ensuring Federal compliance, working with FHWA partners and internal users to develop and adhere to the Agency, State and Federal guidelines and procedures. 
  • Generating and updating manuals, associated policies, best management practices, and trainings, including developing and implementation of an Emergency Recovery Manual and training along with the other contracting methods.
  • Involved in procurement of contractors and materials for emergency situations and act as the liaison statewide for maintenance during ICS activation.
  • The position will support the FHWA ER program manager to ensure that the Agency of Transportation is in compliance with a number of these State Agency rules, regulations, policies, and laws in addition to that of Federal Highways.
  • Will be the liaison for various programs such as VTBuys, VAMIS, MATS, Power BI, Performance, GIS, Federal Partners
  • Will facilitate the procurement of maintenance needs for equipment, materials, and services for day-to-day operations
  • Will review all contracts and ER projects for completion and acceptance.
  • Will partner with District Technical staff as needed for projects.

 

This position is not eligible for telework.

Environmental Factors

Duties are performed in office and field settings. Incumbents should possess private means of transportation. Attendance at public meetings and hearings is required. Evening or weekend work may be required.

Minimum Qualifications

Associate Degree AND four (4) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.

OR

High school diploma or equivalent AND six (6) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.

 

Note: Some positions may require registration as a Professional Engineer (PE)
