Overview

The Agency of Education (AOE) is using funds to establish a new, dedicated position within the division overseeing educator licensing. This position, the Emerging Pathways Coordinator, will focus on developing and supporting new pre-apprenticeship pathways and Registered Apprenticeship Programs (RAP) for educators throughout the state. 

 

The primary responsibility of the Emerging Pathways Coordinator will be to: 

  • Collaborate with other AOE and Vermont Department of Labor (VDOL) colleagues whose work aligns with, or will inform, the development of the RAP (e.g., colleagues who oversee Career Pathways, CTE, Flexible Pathways, Educator Preparation Program approvals, Licensing and Registered Apprenticeships). 
  • Engage in outreach, provide technical assistance and support, and communicate with supervisory unions/districts (SU/SDs), regional Career Technical Education (CTE) centers and districts, state-approved Educator Preparation Programs (EPPs), membership organizations such as the Vermont National Education Association (VT-NEA), Superintendents Association (VSA) and School Boards Association (VSBA) and other relevant organizations to establish RAPs across the state.
  • Support campaigns to cultivate an interest in Educator Apprenticeship Programs and pathways to paraeducator and educator licensing. Ensure RAPS successfully meet state accreditation and licensure requirements and licensure reciprocity with other states.
  • Develop Mentor Network and Training: Focus on developing a network of qualified mentors in sponsoring employers to build and scale capacity statewide for Educator Registered Apprenticeship Programs. This will include outreach and advertising materials to recruit licensed teachers as mentors, stipends for mentors, and other costs related to the development of training modules and statewide travel. 
  • Grow Your Own Pilot: Support the project development and implementation of a "Grow Your Own" (GYO) framework and regional pilot for training future educators in Vermont that would inform and align with the Registered Apprenticeship Program. "Grow Your Own" (GYO) is a partnership between school districts and educator preparation providers (EPPs) to select candidates (para-professionals, graduating high school seniors, career changers) from local communities to earn their degree and educator license in order to teach.
  • Special Educator Provisional Waiver Tracking: Work with the AOE's Educator Licensing division and Student Pathways division to record program participants, maintain a list of mentors, and monitor progress. 
  • Other duties as assigned.

 

This is a limited service position, with an expected start date July 1, 2024 and ending June 30, 2025 with a probable extension until June 30, 2026 based on VDOL funding.

This position, Education Programs Coordinator II (Job Requisition #49975), is open to all State employees and external applicants. This is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Work is generally performed in a standard office setting, but significant travel may be anticipated for which private means of transportation must be available. Some work outside of normal work schedule may be required. There may be considerable interaction with a variety of publics and strong differences of opinion may be encountered.

Minimum Qualifications

Bachelor's degree in education, public administration, or related field AND five (5) years or more at a professional level education, program development, or leadership role in a public or private educational institution.
OR
Three (3) years or more as an Education Programs Coordinator I with the State of Vermont.

Preferred Qualifications

Master's degree.
