Overview

The Agency of Education (AOE) is looking for a collaborative, detail driven financial professional to join our team as the Financial Director. This position serves as the Agency's business office lead in our grant accounting team and plays a central role in managing federal funds, overseeing grant accounting operations, and ensuring compliance with state and federal reporting requirements.

 

This position will:

  • Supervise the grant accounting team.
  • Process Batch payments in our grants management system (GMS).
  • Oversee federal drawdowns.
  • Maintain the Agency's Chart of Accounts and ensure consistent coding practices.
  • Review and certify federal financial reports for accuracy and compliance.
  • Manage Budget and SOF tables within the Agency's finance system.
  • Direct the year end closeout process and ensure all state reports are filed on time.
  • Manage the Agency's single audit response.
  • Conduct trainings internally and externally
  • Maintain the Agency's appropriation tracking file.
  • Set up and maintain budgets in Vision.
  • Participate in statewide School District Business meetings as needed.
  • Maintain the federal awards directory and ensure all award information is current.
  • Coordinate the approval process for new federal grants.

 

The ideal candidate will have:

  • Strong background in governmental accounting, grant management, or public finance.
  • Strong internal control focus
  • Experience supervising accounting or financial staff.
  • Ability to manage multiple deadlines in a compliance driven environment.
  • Deep knowledge of federal regulations (EDGAR, 2CFR Part 200), and state regulations (bulletin 5).
  • Strong communication skills and comfort working with internal and external partners.
  • Familiarity with state financial systems (Vision, GMS, etc.) is a plus.

Work is performed in a standard office setting.

Minimum Qualifications

Master's degree in accounting, business or public administration or a related field AND one (1) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.

OR

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and two (2) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.

OR

Associate's degree AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff OR six (6) years or more of experience managing a significant fiscal program or section.

OR

High school diploma or equivalent and seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One (1) year as a Financial Manager III with the State of Vermont.

Preferred Qualifications

For some positions preference may be given to applicants with experience managing large fiscal operations.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
