Overview

The Vermont Department of Public Service (PSD) is excited to announce an opportunity for a motivated and qualified professional to help shape the state's energy future. As the State Energy Office (SEO) designated by the U.S. Department of Energy, the DPS represents the public interest in energy, telecommunications, and water and wastewater policy.


We are seeking a Grant Programs Manager to join our team in a limited-service role supporting the implementation of federal energy programs. This position plays a critical role in deploying funding for initiatives that advance renewable energy, efficiency, electrification, and energy affordability across Vermont.

 

Key Responsibilities:

  • Manage federal energy grant programs in accordance with state and federal guidelines.
  • Draft grant agreements, contracts, and Requests for Approval.
  • Lead applicant solicitation and proposal evaluation processes.
  • Oversee the work of contractors, utilities, and other partners.
  • Track expenditures, review invoices, and ensure proper fund use.
  • Prepare and submit timely reports (monthly, quarterly, and annually) as required.

 

The ideal candidate will:

  • Be detail-oriented and highly organized.
  • Possess excellent written and verbal communication skills.
  • Have strong interpersonal skills and the ability to work both independently and collaboratively.
  • Be familiar with state and federal procurement and contracting procedures.
  • Have knowledge of energy efficiency, utility regulation, or related policy areas.

This position, Grant Programs Manager (Job Requisition #52668), is open to all State employees and external applicants. This is a Limited Service position, which is non-tenured and authorized through 08/31/2029. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Work is performed primarily in an office setting and in a variety of field situations including large group meetings. Some private means of transportation should be available since occasional travel outside of the worksite will be required. Meetings with various advisory committees, public interest groups, municipal officials and program staff as well as basic position functions may entail significant evening hours. Urgent deadlines can be anticipated.

Minimum Qualifications

Master's degree or higher in business or public administration AND two (2) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

OR

Bachelor's degree with coursework in financial management, grants administration, program evaluation or closely related field AND three (3) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

OR

Five (5) year or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.
