The State of Vermont's Agency of Digital Services (ADS) is at the forefront of transforming government services in the digital age. We serve the Department of Motor Vehicles (DMV) within the Agency of Transportation, working collaboratively to enhance delivery of critical services to Vermonters.  We are seeking a talented and motivated IT Manager to join our dynamic team. 


As an IT Manager, you will play a crucial role in supporting the Vermont DMV in their digital transformation efforts. You will work closely with various stakeholders, including our business partners, technical teams, security experts, and vendors as we usher in new, fully integrated, innovative solutions that make for an outstanding customer experience.  


As a technically savvy leader with exceptional communication skills, you'll be instrumental in helping the DMV deliver exceptional customer experience and ensure highway safety through modern technology solutions.   
While current modernization efforts are underway, this position is anticipated to be 80% on site in Barre VT. After this period, the entire project team will relocate to Montpelier. 


Key Responsibilities: 

  • Manage the information technology activities and systems for the Department of Motor Vehicles (DMV) of the Agency of Transportation.   
  • Act as a technical lead on assigned projects and systems. Maintain and enforce best practices from a technical perspective for systems, applications, and infrastructure. Also enforce best practices in all phases of the project lifecycle management including, but not limited to, solution design, requirement gathering, risk management, quality assurance, release management, operational readiness, and budgetary forecasting. 
  • Communicate to non-technical stakeholders how critical business functions rely on technical processes. This includes how these functions flow through different system processes, technical manual tasks, and integrations with external systems. 
  • Collaborate with senior management, internal stakeholders, and external stakeholders to define procedures, develop system strategies, and resolve issues. Analyze and document IT related processes and identify opportunities for improvement and streamlining 
  • Develop requests for proposals for departmental review and approval, participate in vendor selection, contract development and execution and monitor vendor performance. 
  • Establish and maintain effective working relationships within and across Agencies. Departments and Boards as well as with external stakeholders. 
Preferred Experiences
  • Deep understanding of application architecture, design, development, testing, and procurement 
  • A proven track record of leading teams on medium-to-large-scale technology projects and operations.  
  • Experience with Commercial Off-the-Shelf (COTS) software and Agile development methodologies 
  • Solid knowledge of software development platforms, programming languages, databases, frameworks, and design patterns 
  • Familiarity with QA (Quality Assurance) automation and testing, particularly for large-scale transactional systems 
  • Ability to see the bigger picture 
  • Strong relationship-building skills – you'll collaborate effectively within government agencies, vendors, and external partners 
  • Knowledge of cloud-native application development principles. 
  • A commitment to continuous improvement and staying current with industry trends. 
  • Excellent communication and teamwork skills. 
  • Ability to work in a fast-paced, dynamic environment.

Environmental Factors

Work is performed in a standard office setting. Some travel may be required for which private means of transportation should be available. Work outside of regular work schedule may be anticipated.

Minimum Qualifications

Six (6) years or more experience in computer science, business administration, public administration, mathematics, technical operations management or providing support to staff within an Information Technology environment.

 

OR

 

Four (4) years or more in an Information Technology Manager role with a combination of experience in computer operations, information technology management/administration or supervisory responsibilities.
