Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party Technical position for the anticipated $25-50 million USAID-funded multi-year Amman Urban Resilience Activity (AURA). This is anticipated to be a full-time position based in Jordan.

 

Position Description: The focus of this activity is on improving local governance and the enabling environment for urban climate resilience and decarbonization in the Greater Amman Municipality (GAM), focusing on interventions with high adaptation benefits. The potential activity may improve data-driven policymaking, planning, and budgeting and may include interventions focusing on disaster risk reduction resulting from floods and extreme heat events, investment and access to climate funds, enhanced participation of local communities and the private sector, and targeted urban resilience infrastructure work.

 

Working under the overall direction of the Chief of Party (COP) and in coordination and collaboration with project technical staff, the Deputy Chief of Party Technical will be responsible for overseeing effective coordination and technical integration and delivery of activities during AURA project implementation. With oversight over technical implementation, the DCOP Technical is the project's main technical expert, responsible ultimately for the integrity of its work plan and the completion of its contractual deliverables. The DCOP Technical will oversee a team of technical experts, guiding and supervising their work, and making recommendations to the COP on administrative and personnel matters concerning the Technical Staff in conformity with the rules and procedures of Tetra Tech, USAID regulations and local law. The DCOP Technical serves as a member of the project's Senior Management Team. The DCOP Technical must be able to demonstrate the requisite experience to effectively backstop and reinforce the team's other long and short‐term specialists; ensure the project focus remains on achieving results; and manage an effective monitoring and reporting system.

 

Responsibilities:

* Ensure the achievement of AURA's three outcomes through management and coordination of technical staff and processes;

* Oversee planning, coordination, and day to day implementation of technical activities in partnership with technical team members;

* Provide technical expertise and support annual activity work planning and adaptive management of AURA needed in accordance with the AURA's objectives and targets;

* Oversee technical activities and ensure interventions align with targets as set in the monitoring, evaluation, and learning (MEL) plan;

* Drive the learning processes and advice on programmatic decisions based on lessons;

* Ensure highest quality technical deliverables;

* Serve as Acting COP and point of contact for the client and home office in the COP's absence;

* Ensure compliance with USAID rules and regulations;

* Evaluate and document AURA progress and lessons learned; and

* Assume responsibility for overall USAID contract management, ensuring quality control and timeliness of deliverables.

Qualifications:

The successful candidate will demonstrate effective management experience and proven experience managing complex programs in Jordan. Additionally, the candidate should possess:

 

* Minimum master's degree in public policy, climate/environment sciences, urban planning, public policy, finance, international development, engineering, economics, or a related field;

* Minimum ten (10) years of progressively responsible supervisory experience and work experience providing technical oversight to donor-funded local government and/or local economic development projects;

* Significant prior experience working and managing urban development and climate programs in Jordan required;

* Working knowledge of urban development and sustainability, climate change resilience and/or migration, water and sanitation, energy, local economic development and/or public financial management issues, challenges, and developments in Jordan as well as an in depth understanding of the political history and regional politics;

* Demonstrated capability to build capacity through a donor-funded programs related to local governance and climate action;

* Ability to establish strong relationships with a range of organizations, beneficiaries, and related parties (e.g., national, and local government, NGOs, civil society, private sector);

* Excellent credentials as a manager of professional staff e.g., managing diverse technical professionals, including setting deadlines, providing feedback, evaluating performance, etc.;

* Superior time management skills;

* Professional proficiency in Arabic and English is required; 

* Experience leading international donor-supported programs of relevant size and complexity, USAID experience a plus;

* Jordanian nationals and especially women are strongly encouraged to apply.
