The USAID – funded Enhance Activity, implemented by Tetra Tech International Development, is currently accepting expressions of interest for Deputy Chief of Party, Technical. This full-time position is located in the Activity's primary office in Bangkok, Thailand.
Enhance is a five-year, US$16.6 Million contract currently in its second year of implementation. Enhance's goal is strengthened citizen-centric local governance in Thailand, with the idea that interventions under Enhance will lead towards more accountable and responsive local governance, increase partnership among local stakeholders and Royal Thai Government (RTG) agencies in support of plans for innovation, and promote successful efforts for integration within other localities.
Position Description/Summary: The Deputy Chief of Party (DCOP), Technical will work closely with and report to the Chief of Party (COP) to provide technical oversight for the Activity. They will provide overall coordination, communication, information management, and systems-enforcement regarding technical activities and results. They will coordinate on a daily basis with the DCOP for Operations. They will enforce project management systems to ensure that technical activities are developed, implemented, analyzed, and leveraged for results in accordance with USAID Enhance Activity's scope of work and results framework. They will provide oversight of systems including such anchors of the project as the reporting cycle, learning process, work planning process and correlated monthly activity planning process, and the monitoring and evaluation system. The DCOP Technical directly oversees senior program managers, program managers/specialists and the MEL Manager.
Responsibilities:
* Manages project information and communication systems to ensure information is shared within the project, partners, collaborators, USAID, and Tetra Tech home office;
* Provides technical and managerial oversight for the Activity, including the development and implementation of annual work plans and reports in collaboration with the Chief of Party;
* Facilitates planning by the technical team, oversees local subcontractors, and coordinates financial and administrative compliance with the DCOP Operations;
* Manages short and long-term technical assistance, including the development of scopes of work (SOWs) and ensuring final reports meet expectations;
* Works with senior program managers on monthly activities plans, providing feedback and recommendations to ensure activities conform to approved work plans;
* Drafts, edits, and contributes to Activity documents, including weekly updates, quarterly and annual reports, studies, papers, and survey instruments; and
* Assists the DCOP Operations in overseeing budget and procurement plans, ensuring resources are planned, procured, and mobilized for training and communication activities.
Qualifications:
* Minimum master's degree in public administration, political science, international development, public policy, information technology, or equivalent field;
* Minimum 10 years of experience in public administration or international development programs providing technical services in democracy and governance, public policy, public administration, institutional capacity strengthening and engagement, and/or relevant technical areas;
* Strong project management skills and experience in managing and implementing development programs, preferably in a leadership role with experience in Thailand required; knowledge of Thailand's Deep South preferred;
* Proven leadership in fostering collaborative learning and adaptive management, monitoring effectiveness, opportunities, and challenges, and adapting implementation based on learning to achieve desired program outcomes;
* Strong knowledge of USAID or other international donor regulations and procedures;
* Excellent report-writing and communication skills required;
* English and Thai language fluency (oral and written) is required; and
