Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Social and Behavior Change (SBC) Lead Expert position for the anticipated $25-50 million USAID-funded multi-year Amman Urban Resilience Activity (AURA). This is anticipated to be a full-time position based in Amman, Jordan. 

 

Position Description: The focus of this activity is on improving local governance and the enabling environment for urban climate resilience and decarbonization in the Greater Amman Municipality (GAM), focusing on interventions with high adaptation benefits. The potential activity may improve data-driven policymaking, planning, and budgeting and may include interventions focusing on disaster risk reduction resulting from floods and extreme heat events, investment and access to climate funds, enhanced participation of local communities and the private sector, and targeted urban resilience infrastructure work.

 

Working under the overall direction of the Deputy Chief of Party, Technical (DOCP Tech), the Social and Behavior Change Lead Expert serve as the lead technical expert under Outcome 1 of the AURA Results Framework. Outcome 1 focuses on improving data-driven policymaking and planning, and promoting behavior change for urban resilience and decarbonization. The SBC expert will advise and support the Chief of Party and DCOP Tech in the development, implementation and evaluation of strategies and interventions aimed at fostering sustainable urban resilience in Amman. The expert will provide leadership to other staff, subcontractors, and grantees intended to improve urban resilience and decarbonization.

 

Responsibilities:

* Lead the design and management of SBC interventions, ensuring they are evidence-based;

* Develop and implement SBC strategies and action plans tailored to the specific needs and challenges of urban resilience in Amman;

* Design and oversee the creation of communication materials and campaigns to promote positive behavior changes for urban resilience and decarbonization;

* Monitor and evaluate the impact of SBC activities;

* Facilitate an integrated and comprehensive approach to identifying gaps and necessary reform in current urban resilience and decarbonization strategies;

* Enhance GAM's technical and management capacity to collect and analyze climate data;

* Engage with GAM to promote policy and regulatory reforms;

* Facilitate workshops and training sessions to enhance SBC; and

* Advise partners on all technical aspects of outcome 1.

Qualifications:

* Minimum bachelor's degree or higher in a relevant discipline such as social and behavioral science, sociology, anthropology, psychology, communication, education public relations, or another relevant technical field;

* Minimum seven (7) years of professional experience designing, implementing, and leading social and behavior change campaigns, including experience with social marketing, strategic communications, and/or behavior change communications;

* Successful track record in a supervisory role and in providing feedback and guidance to technical and administration personnel;

* Knowledge of evaluation and assessment methodologies, including desk reviews, qualitative and quantitative data collection, analysis, and reporting;

* Experience with USAID's objectives, approaches, or operations;

* Significant prior experience working and managing SBC programs in Jordan or within the Middle East North Africa (MENA) region required;

* Proficiency in English and fluency in Arabic are required; and

* Jordanian nationals and especially women are strongly encouraged to apply.
