Project Summary:
The Middle East and North Africa Monitoring, Evaluation, and Learning Services (MENA MELS) Activity which provides high-quality monitoring, evaluation, and learning (MEL) support services to the U.S. Department of State's Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC) Bureau, its operating units (OUs), and implementing partners (IPs) in 10 countries: Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, the West Bank and Gaza (WBG), and Yemen.
Under MENA MELS, the MSI team will conduct third-party monitoring (TPM) service provider to monitor, verify, and evaluate DoS-funded activities in in Syria, Lebanon, and Iraq. The purpose of TPM is to verify and report on humanitarian assistance programming in these countries on related progress, challenges, successes, and lessons learned. The information and findings from TPM will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design throughout the project's one-year implementation period.

Position Summary:
The Accountant will maintain the project's financial records and process routine transactions. They are responsible for managing overall accounting and financial control systems for Tetra Tech/ MENA MELS Jordon Office and for ensuring that adequate and appropriate internal controls are in place to meet generally recognized accounting standards. In addition, they will manage bookkeeping, bank accounts, and cash flow to ensure sufficient funds are available for effective and efficient implementation. Specific areas of responsibility include financial report preparation, review and submission to Tetra Tech HQ, and cash flow management. This position reports to the Finance and Operations Manager and is based in Amman, Jordan.
Responsibilities:
- Maintain and update accounting and financial control systems in accordance with U.S government regulations.
- Manage the preparation and submission of the Tetra Tech/ MENA MELS monthly expenditure reports, ensuring that they are accurate and complete.
- Manage the preparation and submission of the monthly fund projections, ensuring that they are accurate and complete.
- Work in close collaboration with the Finance team and other senior home office/Jordon staff on project budget and expense planning.
- Ensure that transactions are appropriately recorded in a computerized accounting system and ensure Tetra Tech accounting and procurement standards, procedures and policies are followed and implemented.
- Develop a plan to monitor all project-related funds.
- Design and manage prefect audits and financial reviews.
- Maintain close coordination with all the senior staff on financial matters and advise them, as appropriate, on matters requiring their attention.
- Ensure program compliance with local authorities (social security, tax authorities, labor department, bank regulations, registration, etc.)
- Other accounting, financial management and administrative tasks consistent with the overall scope of this position assigned from time to time by the supervisor.
- Support cross-department operational and strategic planning to ensure efficient implementation of project activities.
- Maintain accurate trackers of MENA MELS contracts and subcontracts.
Qualifications:
· Bachelor's degree in Accounting, Finance, Business administration, or a related field required.
· Minimum three years' experience doing similar work in support of projects required.
· Experience with US State Department, USAID or another donor funded projects, or international non-governmental organization preferred.
· Knowledge of local tax, social security and labor laws and how it affects program required.
· Ability to work effectively and collegially under pressure in a stressful environment and with colleagues from different backgrounds required.
· Advanced computer skills, specifically in MS Word, Excel, Teams and Outlook required.
· Strong level of commitment, efficiency, creativity and adaptability required.
· Strong communication skills, proactive problem-solving, and ability to work independently and with teams.
· Hold a strong service orientation and inter-personal skills required.
· Fluency in Arabic and proficiency in English required.
