Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.

 

Position Summary

Tetra Tech seeks an Administration Manager who will coordinate and manage all day-to-day administrative and logistical functions to ensure efficient and effective technical and procurement operations in Ukraine. S/he will be also expected to provide strategic input for effective planning and management of program activities. The position will report to the DCOP - Operations. This is a full-time position for Ukrainian citizens, to be based in the Kyiv office. Occasional travel around Ukraine may be required.

 

Position Responsibilities

  • Manage 1-3 administrative specialists to ensure they provide timely support and complete administrative functions for the program team; train and build staff capacity to assume their roles and responsibilities.
  • Provide administrative and logistical support to program activities to meet goals, timelines, and deliverables.

  • Work closely with the procurement team to ensure all office goods/services are procured in compliance with procurement policies and procedures, seeing that procurement choices are reasonable, fair, prompt, and appropriate.

  • Oversee the inventory control system and records in accordance with program's property management policies. Keep track of all leases and inventories, and conduct periodic physical verification of property and asset counts.

  • Ensure that all office equipment, furniture, and assets are safe and remain in working condition.

  • Manage the program fleet and rented vehicles.

  • Conduct orientation sessions for long-term and short-term technical staff on program's administrative policies and procedures.

  • Serve as the point of contact for administrative vendors and service providers.

  • Review and recommend changes to field administrative policies and procedures, and ensure full adherence to all Tetra Tech policies and systems.

  • Work closely with other operations and technical managers to ensure that program activities are in full compliance with policies, procedures, and regulations.

  • Contribute to Tetra Tech reporting requirements.

  • Liaise with technical teams to identity their program support needs; help them prepare activity and field budgets.

  • Oversee field travel and lodging arrangements for staff and visitors and maintain a tracking system for travel bookings.

  • Liaise with the events team on managing events, workshops, and training activities.

  • Liaise with home office project managers on administrative issues whenever needed.

  • Other tasks as assigned by supervisor.

 

Required Qualifications

  • Bachelor's degree in business administration, finance, legal, and/or other relevant fields

  • At least 5 years of relevant project management and/or operations or administrative experience

  • Fluency in Ukrainian and proficiency in English

  • Excellent written and verbal communication skills; excellent interpersonal skills; demonstrated ability to take initiative and deliver results

  • Good analytical and problem-solving skills

  • Strong organizational, teamwork, and technical skills

  • Ability to manage several tasks simultaneously and re-prioritize them as necessary

  • Ability to work effectively under tight deadlines, both independently and as a team member

  • Ability to produce accurate and complete documents in a timely manner

  • Excellent computer skills, especially on Microsoft Office Suite

 

Preferred but Not Required Qualifications

  • Master's degree in business administration, finance, legal, and/or other relevant fields

  • Relevant project management and/or operations or administrative experience on USAID and/or other multilateral donor projects

 

Line Management Responsibility:   3 employees

 

Physical Demands and Work Environment: This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine to interact with local stakeholders.
