Project Summary:

MSI implements USAID's Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity. MozMEL is a five-year initiative to support the USAID Mission in Mozambique with rigorous monitoring, evaluation, learning, training, logistical support, and other related tasks. USAID's Bureau for Humanitarian Assistance (BHA) has engaged MSI to conduct third-party monitoring (TPM) that will monitor, verify, and evaluate BHA-funded activities in Mozambique.

Position Summary:

The Agriculture Expert will support the ongoing Third-Party Monitoring (TPM) in the province of Cabo Delgado in Mozambique as part of the TPM data collection team. The Agriculture Expert will generally be needed to play a lead role in collecting data, providing contextual and background knowledge during the assignment process, as well as help in the analysis and report writing, as necessary. This role may require travel to areas in Cabo Delgado if security permits. This is a Short-Term Technical (STTA) position, in which the organization will call on the Agriculture Expert a few times, depending on the needs.

 

Responsibilities:

  • Assist in the design and development of instruments for TPM related to Agriculture, including: a) methodology; b) sampling and site selection; c) analytic methods and d) report writing.
  • Review relevant background information on agriculture and production components of BHA Awards in Cabo Delgado.
  • Contribute to the training of TPM Field Monitors on agriculture related matters.
  • Provide analysis services to better assess BHA awards oriented in agriculture, including selection of beneficiaries, trainings in agricultural practices, production, post-harvest techniques, etc.
  • Contribute to provide final briefing on the evaluation.
  • Guide the interviews with key stakeholders, private service providers, and producers in the field.
  • Manage the structured and direct observations conducted at the field level.
  • Support the analysis and reporting for gender, youth, and governance data, including responding to MozMEL, BHA IPs, and BHA feedback.

 

Qualifications:

  • Bachelor's degree in agronomy is required.
  • Minimum five years of professional work experience in the planning, programming, and implementation of programs focused on agriculture and food security is required.
  • Experience working with USAID and/or other international donors on agriculture and food security matters is required.
  • Experience in monitoring agriculture and food security activities and interventions is preferred.
  • Strong oral and written communication, analytical, interpersonal, and team management skills is required.
  • Fluency in Portuguese is required. Working proficiency in English and oral fluency in Emacua and Swahill is preferred.
