The Program:

Australia Assists is an Australian Government program that deploys skilled humanitarian specialists to support multilateral agencies, governments, civil society and communities to prepare for, respond to, and recover from disasters and conflict. Australia Assists' Goal is to: Save lives, alleviate suffering, and maintain human dignity during and in the aftermath of conflict, disasters and other humanitarian crises, and strengthen preparedness for the occurrence of such situations. The program's Objective is: Targeted deployment of humanitarian expertise that meets the priorities and needs of Australia's multilateral, bilateral and civil society partners and advances Australia's international humanitarian priorities.

The Role:

The Australia Assists Cash Specialist will support the Pacific Regional Cash Working Group (PRCWG) co-led by OCHA, WFP and OXFAM. The PRCWG serves as a platform to bring together regional and country-level experts. The PRCWG oversees all the country-level CWGs in the Pacific Island Countries (PICs) and has as overarching aim to coordinate, provide support to countries implementing CVA in the Pacific, share learnings and build capacities, and represent the PICs at regional level. The PRCWG was established under the umbrella of the Pacific Humanitarian Team (PHT) and is linked with the regional coordination mechanisms, including the regional clusters. The PRCWG will take guidance from and report to the PHT Principals and Inter-Cluster Coordination groups. Under this role, the Standby Partner will support the regional and national CWGs in building capacity of government and non-government actors in delivering cash assistance. In addition to strengthening coordination mechanisms, the role will require skills in leading training and capacity strengthening activities.

Key responsibilities:

The expected impact of the mission is in three key areas of support, detailed below: coordination support, technical support, and knowledge management. The Standby Partner will promote the use of cash as a humanitarian tool in the Pacific for responding to the needs of those affected by shocks and disasters and enhance capacity and strengthen systems across the sector for rapid cash disbursement. The Standby Partner will build strong networks with government and non-government cash actors and drive technical aspects of cash programming in the region such as MEB's, delivery modalities including digital, feasibility studies, market assessments, monitoring while ensuring gender, disability, social inclusion and protection considerations are front and centre. In addition, the Standby Partner will act as a technical resource to WFP's cash-based programmes in the region including anticipatory action and macro-insurance cash payouts.

The Australia Assists cash coordination specialist will provide technical and coordination support to the Pacific Regional Cash Working Group (PRCWG) and will work closely with member agencies, donors, and governments to:

  • Improve multi-stakeholder coordination around cash and voucher assistance (CVA), the use of cash and voucher entitlements in social protection initiatives, and relevant financial inclusion and market-based programming initiatives in the Pacific region;
  • Enhance coordination on mapping of in-country CVA assistance by various stakeholders and recording of information centrally with the lead agency as well as social protection programs of Governments.
  • Strengthen partnership and collaboration on cash coordination in emergency response and recovery action;
  • Work in partnership with staff from WFP and other members of the PRCWG to enable the successful and sustainable handover of responsibilities in this role.
  • Enhance and build on, or integrate into existing in-country CVA and/or social protection coordination structures of the Government and development- humanitarian community;
  • Provide technical support and capacity building including on the Minimum Expenditure Basket and transfer value, data protection and privacy, assess feasibility of CVA programmes at country level that does not yet have cash or voucher programmes, and other relevant inter-agency technical issues with a focus on support for partners lacking in-house expertise and encouraging Pacific to Pacific learning and capacity building;
  • Assist with a mechanism to keep the workplan of the PRCWG updated from its members.
  • Knowledge dissemination and information management across and between countries, drawing from past and ongoing CVA and social protection programming throughout the region;
  • Facilitate the production and dissemination of inter-agency information, education and communication (IEC) materials (including a short video, social media messaging, publications) related to the appropriateness and effectiveness of CVA in the Pacific region
  • Provide technical input and support, especially on payout systems to WFP programmes on AA, macro-insurance and adaptive social protection. Developing mechanisms to ensure effective communication and information sharing
  • Support to sub-committees to deliver effective reporting including policy and program proposals

Selection criteria

  • Master's degree in international development, economics, international relations and political science or other relevant field; Or a bachelor's degree in a relevant field with 7 years or related work experience
  • Minimum 5 years' experience in humanitarian and/or development contexts, including cash and voucher programmes/coordination, capacity development for stakeholders;
  • Experience in cash and voucher programmes/coordination, capacity development for stakeholders;
  • Experience in humanitarian preparedness, response and recovery programmes preferred;
  • Experience working in disaster response and/or island contexts would be a strong asset;
