The opportunity

The Program:

Australia Assists is an Australian Government program that deploys skilled humanitarian specialists to support multilateral agencies, governments, civil society and communities to prepare for, respond to, and recover from disasters and conflict. Australia Assists' Goal is to: Save lives, alleviate suffering, and maintain human dignity during and in the aftermath of conflict, disasters and other humanitarian crises, and strengthen preparedness for the occurrence of such situations. The program's Objective is: Targeted deployment of humanitarian expertise that meets the priorities and needs of Australia's multilateral, bilateral and civil society partners and advances Australia's international humanitarian priorities.

The Role:

This role provides technical and coordination support to the Pacific Regional Cash Working Group, working closely with agencies, donors, and governments across the Pacific to strengthen systems that deliver timely, inclusive cash assistance in response to disasters. Experience working in Pacific Island Countries is essential to navigate the unique cultural, logistical, and institutional contexts of the region. The role focuses on building national capacity in cash management, including training, accountability systems, and integration with social protection programs. Ideal for a technical expert in CVA, the role offers strategic influence, regional collaboration, and innovation in anticipatory action.

Key responsibilities:

The Australia Assists cash coordination specialist will provide technical and coordination support to the Pacific Regional Cash Working Group (PRCWG) and will work closely with member agencies, donors, and governments to:

  • Improve multi-stakeholder coordination around cash and voucher assistance (CVA), the use of cash and voucher entitlements in social protection initiatives, and relevant financial inclusion and market-based programming initiatives in the Pacific region;
  • Enhance coordination on mapping of in-country CVA assistance by various stakeholders and recording of information centrally with the lead agency as well as social protection programs of Governments.
  • Strengthen partnership and collaboration on cash coordination in emergency response and recovery action;
  • Work in partnership with staff from WFP and other members of the PRCWG to enable the successful and sustainable handover of responsibilities in this role.
  • Enhance and build on, or integrate into existing in-country CVA and/or social protection coordination structures of the Government and development- humanitarian community;
  • Provide technical support and capacity building including on the Minimum Expenditure Basket and transfer value, data protection and privacy, assess feasibility of CVA programmes at country level that does not yet have cash or voucher programmes, and other relevant inter-agency technical issues with a focus on support for partners lacking in-house expertise and encouraging Pacific to Pacific learning and capacity building;

Selection criteria

  • Master's degree in international development, economics, international relations and political science or other relevant field; Or a bachelor's degree in a relevant field with 7 years or related work experience
  • Minimum 5 years' experience in humanitarian and/or development contexts, including cash and voucher programs/coordination, capacity development for stakeholders;
  • Experience in organisational capacity strengthening in Cash Management approaches is essential
  • Experience in humanitarian preparedness, response and recovery programs preferred;
  • Experience working in disaster response and/or island contexts would be a strong asset;
