Position Summary:

The Community-Based Police Assistance Technical Advisor will arrange meetings and corresponds with mid- to senior-level relevant Haitian National Police (HNP), and the National Commission for Disarmament, Dismantling and Reintegration (CNDDR) officials to gather information for written reports, to identify program needs, and to facilitate training, technical assistance programs, and monitoring and evaluation.  The Advisor will work closely with the Community-Based Police Assistance Lead, designated Bureau of International Narcotics and Law Enforcement Affairs (INL) Advisors, and other experts to gain input from Haitian authorities, help define program objectives, and develop project proposals with specific metrics of impact. This is a full-time position based in Port-au-Prince, Haiti, and is eligible for remote work.

 

Responsibilities:

  • Assist Community-Based Police Assistance Lead in identifying HNP officers for vetting requirements, in collaboration with the INL Liaison.
  • Support preparation for and participation in bilateral meetings with senior Haitian officials to evaluate their progress in achieving the goals and objectives outlined in the project.
  • Maintain project oversight files and develop presentations and briefings on project progress and results.
  • Engage with INL implementers and travel to designated locations to assess their progress against agreed upon benchmarks.
  • Organize project sponsored training activities for HNP officers.
  • Design and implement post-training questionnaires and interviews with training participants.
  • Provide periodic metrics on how successful the courses were based upon the results obtained from the questionnaires and interviews.
  • Identify courses for Haitian participation, including scheduling, and coordinating with the HNP or other GOH participants any necessary vetting and equipment and course requirements.
  • Collaborate with the HNP to identify appropriate participants for training and recipients for technical assistance.
  • Draft correspondence in English and French, as required by the training.
  • Assist Community-Based Police Assistance Lead in all necessary tasks.
  • Report to Community-Based Police Assistance Lead.

 

Qualifications:

  • Bachelor's degree in a relevant field is required. Master's degree is highly desired.
  • Minimum five years of technical experience in the development, implementation, and management of crime prevention, community-based policing, or security sector reform programming is required.
  • Experience working with or in law enforcement is preferred.
  • Experience working in Haiti or in a country with a similar level of socio-economic development is preferred.
  • Strong program and organizational management skills as well as communication and analytical skills is required.
  • Fluency in French and Creole is required. Fluency in English is preferred.
