Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.

Position Summary

Tetra Tech is recruiting a Customs Broker Coordinator who will be responsible for managing and facilitating the customs clearance process for goods procured to support the repair and reconstruction of Ukraine's energy sector. This includes ensuring compliance with all local and international regulations and expediting the movement of goods through customs. The Customs Broker Coordinator will work closely with project execution and logistics team, suppliers, recipients and relevant authorities to maintain efficient supply chain operations.

Position Responsibilities

  • Manage the end-to-end customs clearance process for all imports, temporary imports, and exports, ensuring timely and compliant transit. 
  • Ensure all required documentation—such as customs declarations, invoices, and certificates of origin—is accurate and compliant with local and international regulations. 
  • Stay informed of and implement changes in customs laws and regulations to maintain compliance. 
  • Serve as primary liaison between the project and customs authorities, negotiating any necessary terms and resolving issues to facilitate the smooth release of goods. 
  • Identify and mitigate customs-related risks to avoid delays or non-compliance. 
  • Develop and implement standard operating procedures (SOPs) for customs clearance to streamline the process and reduce bottlenecks. 
  • Coordinate closely with Project Execution, Logistics and Supply Chain, Procurement, and external partners to align shipment and clearance timelines. 
  • Promptly address and resolve customs-related disputes, delays, or other issues. 
  • Maintain accurate records of all customs transactions and prepare reports for management as required. 
  • Review and validate pro forma invoices in support of customs documentation and compliance.  
  • Perform other tasks as requested.

Required Qualifications

  • Bachelor's degree in logistics, international trade, supply chain management, or a related field 
  • Minimum of 5 years of experience as a customs broker or in a similar role involving customs clearance and compliance 
  • Strong knowledge of local and international customs regulations 
  • Excellent problem-solving and analytical skills 
  • Proficiency in preparing and reviewing customs documentation 
  • Strong communication and negotiation skills 
  • Familiarity with customs clearance software and Microsoft Office Suite 
  • Proficiency in English and Ukrainian 

Preferred but Not Required Qualifications

  • Certification as a licensed customs broker

Line Management Responsibility: N/A 

 

Physical Demands and Work Environment:  This will be a hybrid position, but will require frequent, regular attendance at the office in Kyiv, and may entail occasional travel within Ukraine for interaction with local stakeholders.
