Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
The Customs & Logistics Compliance Specialist will be responsible for managing the end-to-end customs clearance process for goods imported into Ukraine procured by Tetra Tech. In addition to coordinating with customs brokers, logistics vendors, and Ukrainian authorities, this position will oversee a Customs Assistant and take the lead in training and process supervision. The Specialist will also be responsible for implementing compliance protocols, standardizing procedures, and identifying opportunities for operational optimization to ensure the timely, transparent, and efficient movement of goods across borders.
Position Responsibilities
- Manage the customs clearance process for all imports, temporary imports, and exports into Ukraine for equipment procured by Tetra Tech.
- Liaise with customs brokers, transport companies, suppliers, and recipients to ensure all documentation (invoices, declarations, certificates of origin, etc.) is accurate and compliant with Ukrainian and international regulations.
- Coordinate closely with the Project Execution and Logistics team, and Procurement team to align customs timelines with delivery schedules.
- Maintain proactive communication with Ukrainian customs authorities to resolve delays or discrepancies.
- Track and implement regulatory changes impacting imports and exports.
- Maintain clear, audit-ready records of all customs transactions and correspondence.
- Review pro forma invoices to validate appropriate declared values and compliance with tax exemption procedures.
- Develop and refine SOPs for customs clearance and logistics workflows, incorporating compliance requirements and practical bottleneck solutions.
- Identify risks in customs and delivery processes and recommend mitigations to reduce delivery delays or non-compliance.
- Contribute to internal controls and workflow improvements related to import approvals and documentation quality.
- Supervise and mentor an assistant, delegating tasks, overseeing quality of their work, and providing coaching to strengthen their understanding of documentation standards, workflows, and compliance protocols.
- Act as a key support to the Project Execution and Logistics Lead in scaling up the team's customs processing capacity.
- Other tasks as requested.
Required Qualifications
- Bachelor's degree in logistics, international trade, supply chain management, or a related field
- Minimum of 3 years of experience as a customs broker or in a similar role involving customs clearance and compliance
- Strong knowledge of local and international customs regulations
- Excellent problem-solving and analytical skills
- Proficiency in preparing and reviewing customs documentation
- Strong communication and negotiation skills
- Familiarity with customs clearance software and Microsoft Office Suite
- Proficiency in English and Ukrainian
Preferred but Not Required Qualifications
- Certification as a licensed customs broker
Line Management Responsibility: Assistant
Physical Demands and Work Environment: This will be a hybrid position, but will require frequent, regular attendance at the office in Kyiv, and may entail occasional travel within Ukraine for interaction with local stakeholders.
