Project Summary:
Through the U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project, Tetra Tech has been tasked to conduct a rapid evaluation of U.S. foreign assistance to support cyber security programming in Ukraine. This comprises seven Implementing Mechanisms (IMs), five of which are still active and implementing activities. The primary purpose of this evaluation is to understand progress towards achieving key effects, as well as the benefits of foreign assistance to the United States (safer, stronger and more prosperous). The evaluation will also serve as a learning purpose by identifying areas for programmatic correction (if needed) to ensure alignment with the administration's priorities, and to inform future investments in cyber security projects.

Position Summary:
The Evaluation Expert will help conduct the rapid cyber security evaluation in close collaboration with the evaluation team leader, MEASURE field office team (Kyiv), Tetra Tech home office team members, and subject matter experts. The Evaluation Expert will contribute to the evaluation in many ways, to include reviewing documents/literature, conducting high-level interviews, analyzing data, and stakeholder management. Data collection is expected to combine in person and remote methods, and travel to Ukraine is expected.
Responsibilities:
· Input into the evaluation design and help execute the evaluation work plan.
· Participate in the evaluation inception meeting with EUR/ACE and the implementing IMs.
· Participate in a team planning workshop (TPW) with evaluation team members (remote) to review the approved evaluation design/ work plan, including research approach and methods, roles and responsibilities of team members, activity timeline and deliverables.
· Contribute to the drafting of instruments for EUR/ACE review.
· Coordinate research with subject matter expert.
· Participate in data collection with other evaluation team members.
· Attend weekly check-in calls with evaluation team members and the evaluation manager to share information and insights.
· Contribute to the drafting and finalizing the draft and final evaluation report, including responding to comments from EUR/ACE and IMs.
· Contribute to presentation(s) to EUR/ACE regarding findings, conclusions, and recommendations from the evaluation.
Qualifications
· A Master's degree in a field such as sociology, social research, security studies, or computer science required.
· At least 7 years of experience monitoring and evaluating security programming required.
· Experience with mixed method evaluations required.
· Experience managing large databases and developing visualizations, analyzing trends and patterns required.
· Experience with do-no-harm participatory research required.
· Strong organizational, analytical, writing and oral presentation skills required.
· Security clearance strongly preferred.
· Experience in Ukraine strongly preferred.
· Experience evaluating programming for U.S. embassies and Department of State offices and bureaus strongly preferred.
· Prolonged periods sitting or standing at a desk and using a computer.
· Ability to travel required.
· Ability to lift up to 25 pounds occasionally.
· Ukrainian language skills preferred.
· Strong oral and written proficiency in English required.
