Improving Education and Learning for the Deaf in the Pacific

Tetra Tech International Development is supporting the design of the Improving Education and Learning for the Deaf in the Pacific Programme, funded by The New Zealand Ministry of Foreign Affairs and Trade (MFAT), to improve education and learning for the Deaf in Cook Islands, Fiji, Niue, Tonga, and Vanuatu.

We are seeking Deaf Education Country Leads who are able to lead consultations with key stakeholders in each of these countries. The Leads will identify, consult and support a range of stakeholders to be involved in the design of this project. These stakeholders will include the deaf community, Ministries of Education, teachers, families, and wider communities. They will also engage directly with deaf learners. The work will involve holding interviews and facilitating workshops with stakeholders as well as summarising and analysing information that has been shared.

The views of key stakeholders in each country to inform the design will be the key outcome of the role. The ideal candidates for these roles are individuals with a deep understanding of deaf culture, context and sign language and who identify as culturally and linguistically deaf. They will have skills in engaging with a wide range of stakeholders and a willingness to build and share their skills with a team working across several countries.

We also welcome applications from candidates from the wider disability community who have existing relationships with the deaf community and a commitment to supporting deaf leadership and inclusion and for innovative ways of delivering the work (e.g. through a team approach or a deaf person working with a deaf ally)

Key responsibilities include:

  • Provide inputs into the activity-wide design plan and stakeholder engagement plan to ensure that appropriate and reasonable activities are included for each country
  • Build and maintain a country-specific stakeholder map and engagement plan that supports the appropriate inputs of relevant Government agencies, education system stakeholders (schools, students, unions, churches etc.), parents and communities, non-government organisations and, significantly, the deaf community
  • Using context-specific approaches and tools, lead consultations with key stakeholders as set out in the engagement and design plans, with support from other team members as necessary, to explain the Activity and build understanding of stakeholder positions
  • Ensure that the wider team are aware of country-specific risks, opportunities, preferences and resources related to the Activity

Selection criteria

  • University qualification in a relevant subject area is desirable but not essential.
  • Ability to work with a diverse group of stakeholders from deaf/hard of hearing learners, teachers and teacher aides, families, school community and government officials to collect and provide information and perspectives.
  • Use of communication and facilitation tools and willingness to learn and apply new techniques. Experience in undertaking research is an advantage.
  • Communications and use of ICT for programme design and team work.
  • Deep understanding of deaf culture, context and sign language. Identifying as culturally and linguistically deaf would be desirable.
  • Existing relationships across the deaf community. Relationships with education stakeholders is an advantage.
  • Ability to communicate using sign language is a strong advantage.
  • A strong understanding and appreciation of Pacific cultures and contexts, including the opportunities and constraints of working in multi-country environments
  • Demonstrated understanding of, commitment to, and preferably experience in, addressing issues of inclusion
