Position Summary

Tetra Tech is seeking a Deputy Chief of Party – Project Management to lead field operations for on-time delivery, within scope and on budget, and to manage the compliant project closeout. This a full-time, resident position from January 2025 to June 2025, based in Kyiv, Ukraine, with a potential of a three-to-six-month extension. Tetra Tech will consider candidates six weeks in Ukraine, three weeks out over the duration.

Employment for this position is contingent upon USAID approval.

Position Responsibilities

  • Oversee the operations (HR, accounting, administration) and contractual compliance (scope, budget, schedule) aspects of the project coordinating with the Tetra Tech home office as needed.
  • Supervise 10+ personnel in the accounting, administrative, human resources, and cross-cutting teams.
  • Ensure overall compliance with all local laws and regulations, including registration and taxation, and lead the development of response to any field financial audits.
  • Review the field office accounting reports and bank records for accuracy, compliance with FAR and USAID regulations and to mitigate waste and fraud.
  • Contribute to all project financial reporting for Tetra Tech and provide accurate budget projections as related to field office costs.
  • Collaborate with the management team of the USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC) that Tetra Tech is concurrently implementing to ensure consistency in operations between the two projects.
  • Serve as the primary point of contact for managing Tetra Tech's Duty of Care for ESP staff and ensure adherence to the project's security plan in collaboration with the SPARC DCOP of Operations and Tetra Tech's Global Security and Risk Advisor.
  • Resolve any project implementation inefficiencies and bottlenecks by implementing solutions in collaboration with the Chief of Party and the home office director of project operations.
  • Lead the execution of the demobilization plan in collaboration with the closeout specialist and assist the Chief of Party and technical leads on closeout activities.
  • Manage the departure process of ESP staff ending their employment and/or transitioning from ESP to SPARC.
  • Review the project's operations practices and document for the file any issues encountered, and solutions deployed for future project audits.
  • Collaborate with the procurement team on any required field purchases to close out the contract and disposition of property.
  • Perform other duties as assigned.

Required Qualifications

  • Bachelor's degree or its international equivalent in international affairs, political science, conflict resolution, international development, or a related field.
  • 10+ years of relevant project management and/or operations experience on USAID, MCC, and other multi-lateral donor projects.
  • Experience leading USAID in-country project close outs, ensuring accuracy, and compliance.
  • Prior experience in a senior management position such as deputy chief of party for a USAID-funded program with in-depth knowledge of USAID and other federal rules and regulations.
  • Demonstrated leadership and management skills necessary to support the successful implementation of a complex field project with experience overseeing multiple tasks in a fast-paced, deadline-oriented environment, identifying and resolving problems and identifying opportunities to improve systems and processes.
  • Proven track record of supervising, leading, managing, and motivating large teams from diverse backgrounds and skillsets.
  • Well-developed interpersonal, communication and listening skills to interact effectively, motivate and collaborate with others from diverse cultural backgrounds to achieve project goals.
  • Fluency in English (reading, writing and presentation skills) and ability to communicate complex information and deliver verbal and written messages effectively.

Preferred but Not Required Qualifications

  • Master's degree in relevant field of study.
  • Experience working in Ukraine or other Eastern European countries.
  • Proficiency in Ukrainian and/or Russian languages.
