Project Overview: Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This program focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security. 

 

Tetra Tech is seeking short-term technical specialists to develop a cost-effective load profiling methodology and facilitate implementation of demand response mechanism in Ukraine's electricity market.


The Specialists will:

  • Analyze the regulatory framework in the electricity market related to commercial metering, demand response and load-profiling.
  • Revise and finalize the load-profiling approach to be implemented by NEURC.

  • Facilitate, with NEURC, proper collection of commercial metering data from DSOs for implementation of load-profiling.

  • Implement and test the load-profiling model based on the collected metering data. Prepare and present a report on results and recommendations for market-wide implementation.

  • Develop the final design of the load profiling model based on the results and prepare the concept for the required methodology to be adopted by NEURC.

  • Prepare a report (with the action plan) addressing barriers to effectively implement demand response in the electricity market through consultations with stakeholders including NEURC, Ukrenergo, distribution system operators and aggregators.

  • Prepare a methodology with Ukrenergo for proper identification and treatment of imbalances of demand side participants (i.e. consumers with suppliers) in an aggregator's portfolio to facilitate fair financial settlement in the wholesale electricity market and demand side utilization in the electricity sector.

 

Minimum Qualifications Required:

  • University degree in electrical engineering, energy systems, economics, or a related field acceptable to Tetra Tech.
  • Minimum 7 years of experience in the energy sector, with a focus on electricity market operations, demand-side management, and consumer-centric mechanisms.

  • Proven experience in developing and implementing load profiling models and demand response programs.

  • Strong understanding of the operation of wholesale and retail electricity market segments, as well as consumption measurements, settlement processes, and smart grid technologies.

  • Experience in electricity market reform and regulations, specifically on market rules, grid codes and commercial metering.

  • Strong analytical skills; experience working with large data sets, developing and testing models.

  • Good writing and communication skills, including the ability to communicate complex information and to deliver verbal and written messages effectively.

  • Fluency (speaking, listening, writing, reading) in English.

  • Advanced proficiency in MS Suite: Word, Excel, PowerPoint, and Teams.
