Project Overview: Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This program focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.

Tetra Tech is seeking short-term technical specialists to facilitate drafting of the required secondary legislation to foster electricity market integration as per the law on Electricity Integration Package (EIP). 


The Specialists will:

  • Analyze the action plan developed by the project on implementation of the EIP and finalize it through project consultations with stakeholders, specifically the energy regulator NEURC.
  • Develop the draft procedure for designation, suspension, and monitoring of Nominated Electricity Market Operator (NEMO) in Ukraine,

  • Develop the draft document on the Multi NEMO Arrangements (MNAs) in Ukraine.

  • Analyze draft regulations to be adopted by NEURC for implementation of CACM and EBGL regulations towards coupling of day-ahead and intra-day segments as well as regional integration of balancing and ancillary services segments through international balancing platforms.

 

Minimum Qualifications Required:

  • University degree in electrical engineering, law, economics, business administration, finance or related field acceptable to Tetra Tech.
  • At least 7 years of experience in the energy sector, particularly in electricity market and regulatory framework development.

  • Strong experience in legislative drafting, energy market reform, and regulatory analysis with knowledge of Ukrainian primary and secondary energy legislation and relevant legislation for EIP implementation.

  • Ability to build consensus and facilitate discussions among diverse stakeholders, ensuring alignment on critical legislative priorities.

  • Experience in developing energy policies, strategies and their implementation.

  • Understanding of current worldwide trends and practices related to the electricity market development and regional integration, specifically electricity market integration in Europe.

  • Good writing and communication skills, including the ability to communicate complex information and deliver verbal and written messages effectively.

  • Fluency (speaking, listening, writing, reading) in English.

  • Advanced proficiency in MS Suite: Word, Excel, PowerPoint, and Teams.
