We have an immediate opportunity for an Environmental Planner (Planner) to provide permitting and compliance services within our thriving energy practice, where we have been supporting a broad range of renewable energy technologies, conventional generation, electric transmission, and emerging technologies such as energy storage or smart grids.  This position is flexible on location but will be associated with either the Honolulu, HI or Portland, OR office.  

 

The successful applicant will have a regulatory permitting background and will have the skills to provide support to project managers and task lead the regulatory and permitting process for a variety of land development projects in Hawaii, the Pacific Northwest and throughout the U.S. for public and private clients. The Planner will prepare and process county, state and federal permit applications; conduct studies and resource analysis; and consult with county, state, and federal governmental bodies and agencies. The Planner should also have experience with agency coordination, coordinating with technical teams and contractors providing technical deliverables; supporting public outreach; and understand state and county land use law code requirements. 

 

The Planner will have the ability and experience to support the permitting of complex projects in a dynamic work environment, have strong critical thinking capabilities, and have a flexible approach to problem solving. Excellent interpersonal communication (oral and written), planning, and organizational skills are required. Must have demonstrated writing abilities, competency with basic business computer applications (i.e., Microsoft Office), and possess the ability to act independently. This position requires a team-oriented professional with a strong attention to detail, and a proven commitment to quality management and client satisfaction. The Planner should also have excellent communication skills as the position requires frequent and effective interaction with clients, regulatory agencies, other team members and the public.

 

Requirements:

·         Bachelor's or Master's degree in environmental sciences, urban/regional planning, environmental policy, environmental studies, or a related field.

·         3+ years of relevant experience with environmental assessments and federal, state, and local regulatory compliance/permitting.

·         Have an understanding the National Environmental Policy Act (NEPA) and state siting and permitting processes such as Oregon Energy Facility Siting Council (EFSC), Washington State Environmental Policy Act (SEPA) or Hawaii Environmental Policy Act (HEPA).

·         Have excellent research, analytical, writing, oral communication and organizational skills.

·         Have the ability to work independently and to communicate clearly and work closely with team members located across other offices.  

·         Have strong task management skills in successfully scoping and managing project teams and deliverables.

·         Preference for experience in preparing and processing various county, state (in Hawaii or the Pacific NW), and federal land use permits as well as preparation of documents to meet the requirements of EFSC.

·         Experience and proficiency with Microsoft Word, Excel, PowerPoint, and Project are necessary to perform the responsibilities of this position.

·         A pre-employment drug screen in compliance with federal regulations is required, along with a physical if needed.

·         Must possess a valid driver's license with a clean driving record without restrictions.

 

Additional qualifications that would be beneficial:

·         Experience performing due diligence and permitting services for energy or other development projects that may also include mitigation plans, HCPs and other documents required under the Endangered Species Act and other environmental rules, regulations, and associated permitting.

·         Have led project development (i.e., work scopes, proposals and costs) and have strong project management skills in successfully scoping and managing project teams and deliverables.

·         Have developed permit compliance strategies.

·         Have excellent agency and client relationships.
