The Programme 
Tetra Tech is looking to engage with the GOAL Activity Monitoring and Evaluation (GAME) project, which provides independent third-party monitoring, mid-term review, and outcome evaluation to support the Girls and Out of School Children: Action for Learning (GOAL) programme in Pakistan. GOAL aims to improve equitable access to education, particularly for girls and marginalised children, and to enhance teaching quality and learning outcomes in Khyber Pakhtunkhwa (KP) and Punjab.  

The Role


We are seeking an Evaluation Leader to lead the design and implementation of rigorous evaluations, including mid-term reviews and final outcome assessments. The Evaluation leader will oversee data collection, analysis, and reporting while managing a multidisciplinary team. Key responsibilities for this position required by the client are listed below.   
Responsibilities
1. Evaluation Strategy and Design: Design methodological frameworks and workplans aligned with FCDO and OECD-DAC criteria, ensuring clear objectives, feasible evaluation questions, and robust sampling strategies.
2. Technical Evaluation Oversight: Develop culturally appropriate data collection tools and oversee both qualitative and quantitative data collection and analysis using rigorous methods. Coordinate with monitoring teams for dataset access and documentation. 
3. Team Management and Collaboration: Lead and manage an Evaluation Team, ensuring collaboration with the team and Tetra Tech project staff while maintaining evaluation independence. Address training gaps through mentoring and capacity building.
4. Reporting and Communication: Present findings to stakeholders for feedback and validation. Deliver clear, engaging reports and summaries for policymakers, donors, and communities, which include evidence-based recommendations. 
5. Quality Assurance and Ethics: Ensure rigorous quality assurance across all evaluation stages. Uphold ethics, safeguarding, and data protection regulations. Align deliverables with global best practices through engagement with FCDO's EQUALS.
 The Person
Essential: 
• Master's degree (or higher) in Education, Social Sciences, Public Policy, or a related field.
• Proven experience leading complex evaluations in international development contexts, ideally within education sector programmes and preferably in Pakistan.
• Expertise in mixed-methods evaluations (e.g., quasi-experimental designs, advanced statistical analyses, qualitative research techniques). 
• Excellent written and verbal communication skills in English; knowledge of Urdu or other local languages is advantageous.
• Familiarity with safeguarding, duty of care, and data privacy requirements.
• 10+ years of experience working on large-scale international development programmes. 
Desirable:
• Experience with FCDO-funded programmes in Pakistan or similar contexts.
• Experience in gender and disability focused evaluations, particularly in basic education, which is a client requirement. 
• Familiarity with government structures in Pakistan and engagement with provincial education departments.
