Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines, 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to the USAID Missions and Country Offices within the geographic area of coverage. Presently, PIMMELA is working with the USAID Office of Economic Development and Governance (OEDG) in the conduct of its “Final Performance Evaluation of the Initiative for Media Freedom (IMF) Activity”. The evaluation will determine the extent of achievement of the IMF activity's objectives, which are to a) strengthen media stakeholders' understanding of the laws that protect freedom of expression and build coalition capacity to support the enabling environments; b) confront information disorder on both the supply and demand sides of information dissemination; and c) mobilize media stakeholders to update the industry code of ethics, design an auditable accounting mechanism, and train media practitioners to increase awareness of and adherence to the code of ethics.

Position Summary:

The Evaluation Team Leader Consultant will be responsible in overseeing the entire conduct of the evaluation, ensuring the completion of deliverables in a timely manner, and in form and substance acceptable to USAID.

 

Responsibilities:

  • Oversee all aspects of the evaluation in close coordination with the PIMMELA Activity Manager.
  • Manage the evaluation team at all stages of the evaluation process, provide feedback of its progress to PIMMELA and USAID, and address technical concerns.
  • Design and implement evaluation activities such as desk reviews, focus group discussions (FGDs), and key informant interviews (KIIs).
  • Ensure the accuracy, consistency, and completeness of data and information received.
  • Ensure triangulated analysis of internal and external quantitative and qualitative data/information with those from the field including stakeholders and beneficiaries.
  • Submit a presentation of initial evaluation findings, conclusions, and recommendations in debriefings with USAID and the IP.
  • Write and submit the first draft of the evaluation report containing the findings, conclusions, and recommendations.
  • Revise and resubmit the final report on the designated deadline based on feedback received from USAID and PIMMELA.
  • Co-facilitate and provide technical inputs and insights in a learning event/workshop with USAID (OEDG and Program Office), the IMF activity's IP and representatives from the groups who helped implement IMF.
  • Provide inputs and insights in an internal USAID discussion to reflect on key evaluation learnings and programming recommendations and identify possible programming next steps.

 

Qualifications:

  • Bachelor's degree in development communication, communication research, mass communication, journalism, social sciences, or any related field required.
  • Minimum five years of experience in conducting evaluations, assessments, and studies, including experience working with international organizations or international NGOs is required.
  • Minimum five years of experience managing teams working on data collection, analysis, and reporting required.
  • Ability to oversee quality control on work products required.
  • Ability to work in a fast-paced environment while remaining flexible, positive, and approachable. 
  • Ability to write clear, concise, and complete message-driven reports of evaluations, assessments, research, and studies.
  • Strong verbal and written communication, analytical, interpersonal, and team management skills required.
  • Professional verbal and written English capability required.
