Project Summary: 

The Middle East & North Africa Monitoring, Monitoring, Evaluation and Learning Services (MENA MELS) Activity, managed by the U.S. Department of State's Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC). MENA MELS supports the design and implementation of rigorous research, assessments, evaluations and learning activities for NEA/AC and its operating units in 10 countries in the Middle East and North Africa: Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, the West Bank and Gaza (WBG), and Yemen. Project services include third party monitoring, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. MENA MELS will conduct third party monitoring (TPM) through September 2026 to monitor, verify, and evaluate DoS-funded activities in in Syria, Lebanon, and Iraq. The purpose of TPM is to verify and report on humanitarian assistance programming in these countries on related progress, challenges, successes, and lessons learned. The information and findings from TPM will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design.

Position Summary: 
The GIS Analyst and Database Manager will be responsible for overseeing the programming of data collection tablets, mapping efforts, and maintaining the MENA MELS TPM dashboard. They will be responsible for the development of electronic versions of the instruments, independent data quality verification and mapping efforts. The GIS Analyst/Database Manager will work closely with the home office digital solutions team to program the project's database and dashboard and ensure that data transfers with the field go smoothly, despite connectivity issues.

Responsibilities:

·       Work with project staff and project stakeholders to ensure that ongoing M&E data are compiled in a database and made available to NEA/AC and implementing partner staff as required (e.g., implementing partners submit performance indicator data quarterly).

·       Support project staff and local contractors as required to program data collection tools for field surveys and third-party monitoring and any other periodic surveys required by NEA/AC.

·       Design and carry out project staff and stakeholder training on databases and support NEA/AC  data entry requirements.

·       Manage and manipulate data for results-based performance analysis and performance reports.

  • Meet regularly with project staff to ensure accurate and timely data analysis and reporting.

Qualifications:

●        Bachelor's degree in computer science or related technical fields required. Master's degree preferred.

●        At least five years of experience in leading teams to develop data and information management systems required.

●        At least five years of experience working with database development and information management preferred.

●        Strong oral and written communication, analytical, interpersonal, and team management skills.

●        Ability to work across key sectors in the development of a database and information management system.

●        Supervisory experience, including technical and administrative management of subcontractors.

●        Technical capability to oversee quality control and workflow on TPM Tasks.

●        Excellent oral and written communication, analytical, interpersonal, and team management skills.

●        Strong attention to detail and organizational skills required.

●        Fluency in Arabic and English required.
