Project Summary:

The Middle East and North Africa Monitoring, Evaluation, and Learning Services (MENA MELS) Activity delivers high-quality technical support for monitoring, evaluation, and learning to the Middle East Bureau, its ten field missions, operating units, and implementing partners. Project services include monitoring systems, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. Under MENA MELS, the MSI team will conduct an evaluation of the Higher Education Partnership - Morocco (HEP-M) project. HEP-M was launched in 2019 to improve national pre-service teacher training. HEP-M seeks to align the system of primary school teacher preparation and recent Moroccan legislation in partnership with the Ministry of Education in Morocco (MOE), Moroccan higher education institutions (HEI), and associated teacher training institutions (AREF/CRMEF). The overarching goal of HEP-M is to “create a sustainable Moroccan Higher Education pool of experts, reaching more than 20,000 teachers” through assisting MOE in the implementation of the newly adopted legislations “The National Framework Law (NFL)”. This evaluation will examine the outcomes of HEP-M, the sustainability of its approach to create a pool of experts in pre-service teachers' training, and its ability to support the MOE respond to the new requirements of the NFL.

Position Summary:

The Higher Education and Teacher Training Expert will support the Team Lead and other team members in carrying out all necessary tasks to complete the HEP-M evaluation. The Expert will support the Team Lead in the document review, instrument development, and data collection planning process. The Expert will also ensure that the methodology is suited to the Moroccan context and operating environment. The Expert will participate in conducting data collection, analyzing the data, and writing sections of the evaluation report. This is a short-term position expected to take place between March – September 2024.

 

Responsibilities:

  • Identify and review research relevant to the evaluation research questions with a specific focus on the “National Framework Law.”
  • Provide contextually relevant information on higher education institutions, teacher training systems, government priorities, and the overall primary education teacher landscape in Morocco.
  • Participate in the development and revision of instruments.
  • Coordinate and conduct data collection efforts including conducting key informant interviews and focus group discussions in consultation with the Team Lead.
  • Examine data and contribute to report writing.
  • Support the development and delivery of the evaluation presentation.
  • Coordinate with the Team Lead and other team members.

 

Qualifications:

  • Minimum master's degree in international development, education, social sciences, or other relevant field from an accredited institution required.
  • Minimum 10 years of demonstrated experience working on or researching topics including teacher training, higher education, primary education, and education policy required.
  • Minimum 10 years of experience in the MENA region required.
  • Experience with teacher training programming required.
  • Strong organizational, analytical, writing and oral presentation skills required.
  • Oral and written proficiency in English and Arabic required. Proficiency in French preferred.
