Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.

Position Summary

Tetra Tech is recruiting a Legal Expert to provide strategic legal counsel across a wide range of energy regulatory issues. This expert will collaborate with technical and operational teams to ensure compliance with Ukrainian law and prevailing legal practices. The position also involves supporting reforms in the electricity, gas, heating, and municipal utility sectors, with a focus on creating an enabling environment for investment and modernized infrastructure. This is a part-time position of 40 hours per month, with a possibility to increase based on programmatic needs and complexity of the legal portfolio.

Position Responsibilities

  • Provide legal analysis and written opinions, including legal memoranda, position papers, and briefings. 
  • Conduct legal research on energy sector reforms (electricity, gas, district heating, municipal utilities, and energy efficiency) and general Ukrainian law (procurement, contracts, labor, taxation, international assistance, customs). 
  • Draft formal correspondence and documentation for engagement with public authorities and other stakeholders. 
  • Advise on dispute settlement mechanisms, including the enforceability of legal clauses and dispute resolution procedures. 
  • Provide day-to-day legal guidance to technical and operations teams on Ukrainian laws, regulations, and standards relevant to project activities. 
  • Participate in legal negotiations or represent the project before external partners and government entities as required. 
  • Advise on customs clearance regulations, import licenses, exemptions, and international trade compliance for cross-border shipments. 
  • Provide legal support related to insurance claims, transportation delays, and customs-related disputes. 
  • Ensure compliance with national laws governing the purchase, transportation, and storage of project-related goods and services. 
  • Coordinate with and manage external legal counsel and local law firms as needed. 
  • Support litigation, administrative proceedings, and audits related to project implementation and logistics. 
  • Perform other legal tasks as requested by the SAS Director.

Required Qualifications

  • Bachelor's degree in law 
  • At least 5 years' experience working with high-level stakeholders, including demonstrated effective relationships with government counterparts, regulators and energy sector players
  • Experience in energy sector and general law
  • Demonstrated experience in both energy-related and general Ukrainian law
  • In-depth understanding of Ukrainian customs regulations and procedures
  • Familiarity with regulatory and compliance requirements relevant to international technical assistance projects
  • Fluency in Ukrainian and English (written and spoken), including experience drafting documents in both languages
  • Excellent communication and interpersonal skills
  • Strong coordination, presentation, and negotiation capabilities.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook)
  • Proven ability to work both independently and collaboratively within multidisciplinary teams

Preferred but Not Required Qualifications

  • Previous experience working on U.S. government, donor-funded, and/or international development projects
  • Master's degree in law

  • N/A

 

Physical Demands and Work Environment: This will be a hybrid position, but will require frequent, regular attendance at the office in Kyiv, and may entail occasional travel within Ukraine for interaction with local stakeholders.
