Position Summary:

The Defense Security Cooperation Agency (DSCA) Program, Analytical, Technical, and Enterprise (PATAE) contract seeks to support program management, monitoring & evaluation, policy and international affairs, strategic communications, and analytics/R&D, ensuring timely, accurate, and policy‑compliant deliverables. Core capabilities include strategic planning and integration, program design and management, performance improvement, data and resource management, quality control/assurance, and subject-matter expertise in security cooperation operations. The anticipated period of performance is five (5) years with an optional 6-month extension of services.

The Logistics Specialist plans, coordinates, and executes supply chain and logistics support for DSCA tasking, ensuring timely movement, accountability, and secure storage of materiel, equipment, and classified/unclassified assets. Working with program and project teams, the Logistics Specialist develops logistics plans, manages inventories, coordinates transport and customs/clearance actions, oversees property management and receipt/issue processes, and ensures compliance with DoD and agency logistics, security, and data‑management requirements to support mission readiness.

Essential Job Functions:

·       Develop and implement logistics support plans and procedures for task orders, including inbound/outbound movement, staging, and storage requirements.

·       Manage inventory, property accountability, and material tracking systems; perform regular reconciliations and maintain accurate records in Government repositories.

·       Coordinate transportation, customs, and import/export clearance for equipment and materiel—liaise with carriers, government transportation offices, and international partners as needed.

·       Ensure secure handling, storage, and marking of sensitive/controlled items in accordance with DoD and DSCA policies and applicable security requirements. 

·       Support property receipt, issue, turn‑in, and disposal processes; prepare and maintain property documentation and support Government inventories or audits.

·       Coordinate logistics support during surge operations or special situations, rapidly scaling resources and transport to meet emergent tasking.

·       Interface with program managers, CORs, subcontractors, and external stakeholders to clarify logistics requirements and resolve supply‑chain issues.

·       Implement and follow quality control procedures for logistics activities; document lessons learned and recommend process improvements.

·       Maintain compliance with export controls, Title 22/other authorities as applicable, and ensure logistics actions support legal/regulatory requirements.

·       Prepare logistics inputs for task‑order proposals, cost estimates, and schedules when requested. (Task‑order support and proposal input.

Required Qualifications:

·       Bachelor's degree in logistics, supply chain management, business administration, or related field.

·       Minimum seven (7) years of logistics or supply‑chain experience supporting federal, DoD, or large technical programs, including inventory/property management and transportation coordination.

·       Experience supporting international shipments, customs processes, and DoD export compliance (Title 22/other authorities) for security cooperation programs. 

·       Practical knowledge of DoD property management and logistics regulations, shipping and receiving procedures, and government inventory/accountability practices.

·       Experience using inventory/property management systems and Government collaboration platforms (e.g., SharePoint) to maintain records and reports.

·       Strong organizational skills, attention to detail, and ability to manage multiple logistics tasks concurrently under tight timelines.

·       Effective communication and coordination skills for working with CORs, program teams, subcontractors, and external vendors.

·       Eligible for or currently hold required security clearance per task order.

Preferred Qualifications:

·       Master's degree in relevant field.

·       Experience supporting DSCA or security cooperation program requirements and working within Government collaboration platforms

·       Professional certifications such as PMP, or equivalent technical credentials.

Physical Requirements:

·       Prolonged periods sitting or standing at a desk and using a computer.

Work Environment / Environmental Factors:

·       This position has no work or environmental factors outside of a standard office environment.

·       Please note this is proposal position conditional upon Tetra Tech being successfully awarded the IDIQ and subsequent task orders.
