Fiji Program Support Facility

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia's aid programs such as health, education, Australia Awards and governance in Fiji. The Facility Management Unit (FMU) in Suva Fiji provides centralized overarching management of the Facility's programs and activities including operations, monitoring, evaluation, and learning (MEL), reporting, communications and public diplomacy and integration of cross-cutting themes.

Key responsibilities

  • Lead aspects of the Facility MEL, in support of the MEL Manager, including maintaining up-to-date MEL workplans and results frameworks for the Program
  • Design and implement FMU evaluations and reviews, in support of and in consultation with the Facility MEL Manager, leading to fieldwork, analysis of data and writing reports
  • Draft Facility reports including contribution to biannual Facility performance reports to DFAT and ad hoc monitoring and evaluation reporting based on emerging findings
  • Work with staff across the Facility to ensure strategies and plans related to key development issues such as gender equality, disability and social inclusion, emergency preparedness and response, and climate change/disaster risk reduction are fully integrated into all the Facility MEL systems/processes
  • Organize and lead the Facility reflective and learning processes, including biannual reflect and refocus talanoa sessions
  • Work closely with the Facility communications team to identify and develop communication products/factsheets/stories/social media posts that improve the visibility of Australia's investment in Fiji

Selection criteria

  • A tertiary degree in the Social Sciences, Economics, Development Studies, program management, or equivalent. A postgraduate degree is preferable
  • 7 – 10 years' professional experience in MEL, research, or a related field
  • Extensive experience in developing clear and concise reports and case studies, meeting the requirements of diverse audiences
  • Demonstrated experience in developing and applying MEL systems with high levels of autonomy
  • Proficient in the use of PowerBI
  • Significant experience facilitating complex MEL processes, including theory of change discussions and reflective processes
  • Experience in integrating gender equality, disability inclusion and/or social inclusion in MEL systems and processes
  • Experience working in the Pacific region is essential
