Project Summary
Tetra Tech provides strategic technical and material assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the immediate challenges and physical damage to infrastructure caused by the war, as well as preparing for future post-war reconstruction in Ukraine.
Position Summary
Tetra Tech is seeking a Natural and Clean Gases Team Advisor who will oversee natural and clean gases activities in Ukraine. This position oversees the Gas Markets and Gas Infrastructure sub-teams, ensuring project activities align with EU market principles related to natural and clean gas market reform and infrastructure development.
Position Responsibilities
- Plan and manage Natural and Clean Gases Team's work based on annual plans, monitor implementation, and ensure quality of outputs as per the project contract and annual workplans.
- Plan and coordinate the work of direct reports, subordinates, consultants and subcontractors in line with the project contract, project logical framework, and annual work plans.
- Build and maintain effective partnerships with the Ministry of Energy, Regulator (NEURC), Parliamentary Committee on Energy and Utilities, GasTSO, Naftogaz, UkrTransGas, OblGas companies, associations, other project beneficiaries, and with other international development partners.
- Analyze global trends in the development of natural and clean gases, production, transmission, distribution and storage, including legislation, existing and prospective models of support frameworks, technologies, and utilize them for successful implementations in Ukraine with the goal of facilitating market-based, commercial operation of projects.
- Coordinate gas market design, policy and regulatory aspects, and capacity building to promote a transparent, competitive, and sustainable gas market.
- Coordinate drafting of primary and secondary legislation related to the natural and clean gases sectors to address the identified gaps and to ensure compliance of Ukrainian legislation with the European acquis.
- Coordinate activities related to natural gas, gas storage, clean gas and hydrogen infrastructure activities, develop plans for gas industry reforms.
- Lead natural and clean gases infrastructure planning activities, including network development plans to accommodate demand growth, cross-border integration, network modernization solutions, energy storage, and digitalization.
- Supervise activities aiming to enhance capacity management, fair and transparent price and interoperability between the Ukrainian natural and clean gases system with that of the European one, to maximize the use of available cross-border capacities and to increase trade flows.
- Implement the transmission and distribution network development projects for TSO and DSOs, including projects on distributed electricity generation and microgrids.
- Manage technical activities on natural gas infrastructure recovery and development, including modeling (technical and economic), analysis and planning towards ensuring the long-term security of supply and resilience.
- Support project activities related to assessing the needs for materials and equipment required to restore damaged natural gas system infrastructure and to developing transportation and/or storage capacity.
- Draft report, presentations, other deliverables.
- Facilitate and implement technical trainings for stakeholders.
- Perform other duties as assigned.
Required Qualifications
- University degree in engineering finance, economics, business management, or law or other related field combining a science degree with postgraduate on energy.
- At least 10 years of experience in gas markets and gas infrastructure.
- Work experience in international technical assistance projects funded by Multilateral Development Banks and other international development institution in Ukraine is preferable.
- Experience in designing, analyzing and implementing policies and strategies in the gas sector.
- Good understanding of trends and practices related to Ukraine's gas sector.
- Good writing and communication skills, including the ability to communicate complex information and deliver verbal and written messages effectively.
- Practical knowledge of gas technical normative and policy framework in Ukraine.
- Knowledge of European framework and best practices relating to gas sector.
- Fluency in Ukrainian and English.
Line Management Responsibility:

This role will provide strategic technical guidance and support to the Natural and Clean Gases Team Lead, the work of the additional six members of the Natural and Clean Gases team.
Physical Demands and Work Environment: This will be a hybrid position, but will require frequent, regular attendance at the office in Kyiv, and may entail occasional travel within Ukraine for interaction with local stakeholders.
