Tetra Tech AMT is looking for a Program Evaluation Analyst
Primary job duties and responsibilities may include, but are not limited to the following:
Perform financial tracking including tracking project funding levels, reporting and data mining using DELPHI and other FAA performance measurement tools
Support any cost estimates including future funding requirements
Provide technical assistance and financial management support at the operational level to include recommendations on financial management processes
Provide input to budget formulation, justification and execution processes
Provide input and/or conduct special analyses and examinations of business processes to include financial and contract reviews
Perform budget maintenance by accounting code and funding source
Prepare cost estimation and/or projection documentation to include reconciliation of cost obligations to actual charges
Prepare and deliver the Contracts and Finance Visibility Monthly Report
Provide strategic planning, other programmatic/project management, and administrative support
Ability to develop and track project schedule in a project management software such as MS Project or Primavera while developing/identifying risks with a risk register if necessary
Conduct research and data analysis to inform operational and business decisions
Prepare various status reports on a consistent basis for internal and external stakeholders
Support any ad hoc reports and briefings
Provide input into business goals and PLAs
Provide “As Is” and “Option(s)” Cost, Environmental, Safety and Other cost/data analysis as needed for workgroup or outside workgroup tasks
Monitor and track project requests, approvals, and progress
Create new reporting metrics and trends based on client requirements
Create business process/data flow diagrams
Act as a liaison which includes working with different stakeholders (i.e. knowing where and who within FAA to talk to) to gather and/or confirm information in support of deliverables/tasking by FAA customer
Support the customer's overall business strategy, developing strategic plans and assessing tasks, programs, and system performance
Document, disseminate, and track meeting minutes, notes, and action items
Coordinate, schedule, and arrange meetings
May have to support or maintain the internal client SharePoint site
Prepare materials for program briefings and presentations as necessary
Prepare and draft memos as necessary
Prepare materials and/or technical documentation to industry and Congressional inquiries as necessary
Must be able to accomplish most tasks independently, with general supervision
The successful candidate will have:
Minimum of a Bachelor's Degree (Master's Degree preferred)
Active Project Management Professional (PMP) Certification preferred
Must have 12+ years of experience performing strategic planning, qualitative and quantitative analyses, including, but not limited to: project planning and execution, life cycle acquisition management and planning, risk analysis and mitigation plan development
Must have prior experience supporting the Federal Aviation Administration (FAA) or have worked at the FAA
Must have experience in all of the following: cost estimation; budget planning and preparation; budget tracking; expenditure analysis; budget execution; business system requirements development; and business process re-engineering
Proficient with the use of the FAA's Financial Management Systems to include DELPHI, FMS, Simplified Program Information Report & Evaluation (SPIRE) and the CWP toolset
Working knowledge of the federal budget process
Experience/familiarity with FAA Orders and/or Advisory Circulars (AC) is desirable
Knowledge of the systems and processes that currently support Instrument Flight Procedures (IFP) design and development is desirable
Advanced proficiency in the use of industry standard office software and applications (MS Office, SharePoint, Adobe Acrobat, etc.)
Experience working with dashboards is desirable
Salary: $100,000 to $125,000 annually. Compensation is based on relevant experience and qualifications.
