Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks a Project Analyst—Municipal Infrastructure to identify, develop, and implement activities supporting modernization projects in the municipal infrastructure sector, with a focus on district heating as well as water supply and sanitation. The Analyst will liaise with municipal utilities, local self-government authorities, and international financial institutions to improve investment planning, financial sustainability, and project bankability in line with the Ukraine Facility, Public Investment Management, and broader national goals. This position will report to the Deputy Municipal Lead. This is a full-time position for Ukrainian citizens for the duration of the program (until April 2029), to be based in the Kyiv office. Occasional travel around Ukraine may be required.
Position Responsibilities
- Collect, analyze, and interpret quantitative and qualitative data from municipalities and utilities related to energy efficiency modernization projects in the district heating sector and the water supply and sanitation sector
Review project proposals and feasibility assessments from the DREAM platform, the Single Project Pipeline of public investment, international financial institutions' programs, and state or local initiatives to assess project bankability, identify investment opportunities, and determine potential program support
Prepare analytical notes, project summaries, and presentations for the team, management, and stakeholders to justify activity prioritization and resource allocation
Coordinate with technical and economic experts to integrate feasibility considerations into project analyses and design at early stages
Work closely with Deputy Municipal Lead and Component 2 Lead on implementing and monitoring activities for municipal utilities
Communicate and liaise with stakeholders; participate in project meetings and sub-component progress reviews
Required Qualifications
Bachelor's degree in economics, finance, engineering, project management, business administration, or another relevant field
Minimum of three years of relevant experience in project management, investment analysis, infrastructure financing, or municipal project development
Fluency in Ukrainian and full proficiency in English
Preferred but Not Required Qualifications
Master's degree in economics, finance, engineering, project management, business administration, or another relevant field
Strong analytical skills
Experience preparing economic and financial analyses, including cost-benefit assessments, affordability analyses, and tariff impact evaluations
Knowledge of project management cycle and regulations of international financial institutions (e.g., World Bank, European Bank for Reconstruction and Development)
Experience on donor-funded international projects or U.S. government–funded projects
Line Management Responsibility: N/A
Physical Demands and Work Environment: This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine to interact with local stakeholders.
