Project Summary: 

The Middle East & North Africa Monitoring, Monitoring, Evaluation and Learning Services (MENA MELS) Activity, managed by the U.S. Department of State's Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC). MENA MELS supports the design and implementation of rigorous research, assessments, evaluations and learning activities for NEA/AC and its operating units in 10 countries in the Middle East and North Africa: Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, the West Bank and Gaza (WBG), and Yemen. Project services include third party monitoring, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. MENA MELS will conduct third party monitoring (TPM) through September 2026 to monitor, verify, and evaluate DoS-funded activities in in Syria, Lebanon, and Iraq. The purpose of TPM is to verify and report on humanitarian assistance programming in these countries on related progress, challenges, successes, and lessons learned. The information and findings from TPM will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design.

Position Summary: 
The Senior Monitoring, Evaluation, and Reporting Officer will work under the supervision of the Regional TPM Director to lead the Regional TPM buy in's data analysis team and will have oversight for all TPM, special studies, lessons learned, and other technical products. They will be responsible for the development of TPM instruments, reports, and leading the ongoing interaction with the NEA/AC Implementing Partners, training of field teams and planning of TPM data collection activities.

Responsibilities:

·       Provide technical guidance to all team members and conduct quality control and review for all TPM-related products.

·       Coordinate with other members of the MENA MELS project team and home office on administrative and technical activities, as needed.

·       Maintain active and productive relationships with NEA/AC Implementing Partner (IP) staff, conducting ongoing consultations with NEA/AC and NEA/AC implementing partners.

·       Lead the design of research methodologies and data collection instruments for humanitarian assistance activities.

·       Lead the efforts of the TPM Country Leads to ensure data quality and that the associated collection methodologies are consistent with the technical design requirements of the project and good practice.

·       Lead the development of frameworks and approaches for the analysis of collected data and perform analysis as required.

·       Develop the first drafts of report templates and oversee data analysis and the development of all reports.

·       Organize and lead lessons learned events and coordinate special studies.

·       Lead the development of informative and user-friendly reports and presentations for NEA/AC clients and stakeholders.

·       Supervise subcontractors in data collection.

·       Ensure all subcontractor staff have been recruited and trained in accordance with project requirements.

·       Perform quality assurance assessments and verification of collected data and subcontractor deliverables.

·       Supervise the TPM country leads, data analysts, and GIS analyst/database manager.

Qualifications:

·       Master's degree in relevant field required, preferably in a field such nutrition, public health, economics, sociology, social science or statistics required.

·       Minimum of ten years of M&E experience, including conducting and managing quantitative and qualitative data collection and analysis required.

·       Minimum of five years of experience managing diverse teams working on M&E, preferably including TPM required.

·       Demonstrated knowledge of policies and best practices related to M&E and data quality assurance required. 

·       Previous experience working on TPM of humanitarian assistance programs in the MENA region is required.

·       Experience in training data collection teams and ensuring data collection quality.

·       Familiarity with issues related to the implementation of humanitarian assistance activities for refugees and IDPs in the MENA region related to health and nutrition; Water, Sanitation and Hygiene (WASH); Agriculture and Food Security; Economic Recovery and Market Systems; Multi-purpose Cash Assistance; and Protection and Shelter/Settlements required.

·       Supervisory experience, including technical and administrative management of subcontractors required.

·       Ability to work in a fast-paced environment while remaining flexible and composed required.

·       A record of working on assignments that have delivered high quality reports to USAID, department of State, and/or other donors required.

·       Strong oral and written communication, analytical, interpersonal, and team management skills required.

·       Fluency in Arabic and English required.
