The Pacific Humanitarian Warehousing Program (PHWP) Infrastructure Specialist Unit (ISU)

The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific led, multi-donor investment to enhance humanitarian warehousing capability in 14 Pacific Island countries and Timor-Leste. Participating countries include: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Republic of Marshall Islands, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu and Vanuatu.

PHWP ISU End of Investment Outcomes (EOIO) are:

  • Pacific governments and humanitarian partners have timely access to climate and disaster resilient, fit-for-purpose warehouses and disaster relief supplies that are accountable to and meet the needs of those most at risk such as women, children, people with diverse sexual orientation, gender identity or expression, and sex characteristics (SOGIESC), people with disabilities and older persons.
  • Warehouse and supplies management are funded to an appropriate scale and contribute in a complementary way to stronger national and regional partnerships for preparedness, response, and recovery outcomes.
  • National Pacific and Timor-Leste partners are increasingly able to independently manage humanitarian warehouses and pre-positioned supplies in ways that increase climate and disaster resilience and are more inclusive of community, based on contextual diversity, including those most at risk.

The core implementing partner of the PHWP will be the Pacific Community (SPC). SPC will establish, manage and fund the Program Management Office (PMO) in Suva, Fiji. Tetra Tech International Development (Tetra Tech) will implement the infrastructure components of PHWP on behalf of the Department of Foreign Affairs and Trade (DFAT). As the Infrastructure Specialist Unit (ISU) Contractor, Tetra Tech will work as a close partner with the SPC PMO to develop warehouse solutions that will include a mix of design and construct, refurbishment and rental options, dependant on partner country needs. Program delivery will be guided by the thematic priorities of locally led development; gender equality, disability and social inclusion (GEDSI); and green humanitarian action.

Key responsibilities

  • Lead all PHWP ISU governance and management, providing high level direction, guidance and oversight of the programs activities.
  • Support the PHWP ISU through leadership of strategic planning, portfolio-wide support, oversight, advice and direction across the program's operations and activities.
  • Guide development, implementation and refinement of ISU strategies, policies, plans, processes, and procedures across functional capabilities.
  • Responsible for establishing and maintaining an effective working relationship between DFAT, the PHWP PMO, subcontractors, consultants, and other stakeholders to deliver required outputs and services.
  • Lead and manage activity development and delivery across the 15 program countries including the design, implementation, management, risk management, reporting and financial reporting, and monitoring and evaluation services.
  • In conjunction with the Contractor's Representative, responsible for reporting directly to DFAT on compliance in accordance with the Head Contract. In addition, the Contractor will communicate and work closely and collaboratively with the SPC-led PHWP PMO as required.
  • Responsible for the day-to-day management and implementation of the Contract and delivery of the Services in an economical, efficient, effective and ethical manner to achieve the Contract's end of investment outcomes in a way that maximises value for money.

Selection criteria

  • Postgraduate degree(s) or equivalent professional qualifications in a relevant or related discipline (e.g. development, disaster risk management, humanitarian, business) or equivalent professional experience.
  • Substantial experience (15 years or more) at a senior level in the strategic leadership and senior management experience of complex international development programs, ideally in the Pacific
  • Experience managing DFAT or other donor-funded development programs (essential)
  • Demonstrated practical experience in developing and delivering fit-for-purpose development outcomes or infrastructure solutions in the Pacific context through technical or program management roles.
  • Demonstrated experience in integrating programmatic (planning, budget, financial management, human resources) and cross-cutting thematic inputs (MEL, GEDSI, communications and public diplomacy) into effective program delivery.
