The Programme
Tetra Tech is looking to engage with the GOAL Activity Monitoring and Evaluation (GAME) project, which provides independent third-party monitoring, mid-term review, and outcome evaluation to support the Girls and Out of School Children: Action for Learning (GOAL) programme in Pakistan. GOAL aims to improve equitable access to education, particularly for girls and marginalised children, and to enhance teaching quality and learning outcomes in Khyber Pakhtunkhwa (KP) and Punjab.
We are seeking a Team Leader to provide strategic and operational leadership for the GAME programme. The Team Leader will serve as Tetra Tech's primary contact for FCDO while overseeing technical, managerial, and MEL team functions to ensure high-quality, context-sensitive project delivery. Key responsibilities as defined by the client for this position are listed below.
Responsibilities
1. Strategic Leadership and Management: Serve as the primary FCDO liaison, ensuring clear reporting and program alignment with KPIs. Build strong partnerships with GOAL implementing partners, government counterparts and education sector stakeholders.
2. Programme Delivery: Oversee project management tools and TPM strategy, ensuring data accuracy and alignment with GAME requirements. Ensure timely, high-quality delivery of all reports per donor standards.
3. Technical Oversight: Provide direction on MEL methodologies, sampling strategies, data management, and quality assurance. Ensure robust feedback loops between continuous monitoring activities and the mid-term review and outcome evaluation.
4. Financial and Contract Management: Lead programme budgeting and expenditure monitoring in compliance with FCDO regulations. Manage subcontracts and partnership agreements, maintaining transparent procurement, contract oversight, and alignment with Tetra Tech's risk management policies.
5. Team Management and Capacity Building: Supervise a diverse team of MEL professionals, data collection staff, and administrative personnel. Foster staff development through training and feedback session. Ensure adherence to safeguarding, data protection, and duty of care standards.
6. Stakeholder Engagement and Reporting: Lead review meetings synthesizing field findings for stakeholders and facilitate workshops with education authorities. Prepare concise reports, presentations, and policy briefs.
The Person
Essential:
• Master's degree (or higher) in Education, Social Sciences, Public Policy, or a related field.
• Proven experience overseeing large-scale international development monitoring and evaluation programmes, ideally within education sector programmes and preferably in Pakistan.
• Demonstrated track record of leadership in complex environments, managing relationships with donors, government bodies, and civil society organisations.
• Ability to manage multidisciplinary teams and foster collaborative work environments.
• Excellent written and verbal communication skills in English; knowledge of Urdu or other local languages is advantageous.
• Familiarity with safeguarding, duty of care, and data privacy requirements.
• 10+ years of experience working on large-scale international development programmes.
Desirable:
• Experience on FCDO-funded programmes in Pakistan or similar contexts.
• Equity and inclusion experience, particularly relating to gender and disability, which is a client requirement.
