Department Summary: 

Facilities Planning and Management (FPM) provides professional project management for the design and construction of new or remodeled facilities to support ANR's mission of education, research and outreach. FPM is also responsible for maintaining, operating and renovating the facilities, and associated physical environment.

Position Summary: 

This position involves managing the design and construction of capital projects, including renovations, expansions and new facilities and infrastructure as well as landscape projects; collect, develop, and analyze technical data to determine project requirements and preparation of information regarding specifications, materials, equipment, estimated costs, and completion times. The Associate Director is a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues. Manage programs, formulate strategies, develop and administer policies, processes, and resources. Function with a high degree of autonomy. Exercise independent judgment in selecting methods, techniques and evaluation criteria for obtaining results, and supervise other Project Managers and Analysts.

This position is a career appointment that is 100% fixed.

Pay Scale: $87,300.00/year to $125,300.00/year

Key Responsibilities:

40%

FPM ADMINISTRATION. Manages, plans and administers administrative functions of the unit. Functions include budget review, recharge administration, contracts/agreements and project reporting. Directs analysis of capital projects for scope, budgeting and scheduling milestones. Makes decisions on administrative matters to assure unit's goals and mission. Formulates policy and procedures on processes and issues. Develop management reporting and analysis of projects including but not limited to PPD completion, bidding, contracts, project plans, budgets, and timelines. Meet with leaders of ANR facilities to coordinate maintenance and capital project needs. Supervise, monitor, and direct other staff including Project Managers and Analysts. Identify needs for staff development and program resources and provide options for improvement.

FPM PPROJECT MANAGEMENT. Determines delivery method and bids or negotiates construction contracts. Prepares and approves cost estimates, functional studies and establishes project schedule and budget and reviews with clients; establishes milestones and monitors adherence to master plans, budgets and schedules. Hires architectural, engineering and consultant firms to develop project requirement definitions, design criteria, and preparing layouts and detail drawings; provides leadership expertise, direction and management of the engineers, architects and other consultants. Reviews, manages and oversees construction activities, including contractor's schedule, RFIs, Submittals, Change Order Requests, and Punch List; specializes and focuses in monitoring construction milestones. Creates project in project in project management software including updating and reporting of project status as required by organization including budget and schedule; may include monthly written analysis of project. Ensures project is properly closed out.

FPM CONTRACT ADMINISTRATION. Oversees Contract Administration functions for Capital Projects. Responsible for various interactions with and reports for the UC Office of the President Capital Programs and UC ANR Resource Planning & Management office. Formally establishes project plans to facilitate and ensure funding transfers. Directs scheduled and special requests for information and reports. Interfaces with other UC

SPECIAL PROJECTS. Support Director and interact with Senior Leadership and UC ANR work groups. Support long-term planning and budgeting and participate in development of Capital Financial Planning and Capital Improvement Budgets. Reports and reviews controversial situations and client requests with leadership and provides guidance and recommendations. Performs organizational, departmental and administrative activities not directly relating to projects, including serving on committees representing department or unit. Represent ANR in interactions with colleagues from other UC campuses and UC Office of the President. Support a strong customer-service and effective team environment.

Requirements:

  • Bachelor's degree in related area and/or equivalent experience / training.
  • Advanced knowledge of building and construction, design, construction contract administration and California Building Codes, including advanced understanding of industry practices, or deep expertise in a highly specialized and critical discipline. Thorough knowledge and understanding of UC Policies and procedures (per the UC Facilities Manual) regarding construction contracting and professional services agreements requirements. Thorough knowledge and understanding of public contracting processes, contract terms and definitions and applicable state and federal regulations.
  • Advanced project management skills to effectively manage highly complex projects, or highly specialized and critical project component. 
  • Advanced ability to manage contractors and maintain compliance to the agreed-upon scope of work and budget. 
  • Excellent interpersonal skills to effectively lead, motivate and influence others. 
  • Advanced ability to quickly evaluate complex and unique situations and develop options for resolution.

Preferred Skills:

  • Advanced knowledge of the organization, including its infrastructure, rules, regulations, policies and short and long range strategic building plans.
  • Advanced analytical, organizational and problem recognition / avoidance / resolution skills. 
  • Advanced written, verbal, and interpersonal communication skills, including highly effective negotiation skills and highly developed political acumen.
  • Professional Engineer or Licensed Architect.

Special Conditions of Employment:

  • Travel including travel outside normal business hours may be requested. 
  • Overtime and occasional weekend work as needed, usually on short notice to meet operational needs may be requested.
  • DMV Pull Program: Must enroll in the DMV Pull-Notice Program.
  • The University reserves the right to make employment contingent upon successful completion of the background check. This is a designated position requiring a background check and may require fingerprinting due to the nature of the job responsibilities. UC ANR does hire people with conviction histories and reviews information received in the context of the job responsibilities.
  • Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
