DEPARTMENT OVERVIEW

Budget Analysis and Planning (BAP) is a strategic financial planning and analysis unit responsible for advising the Chancellor, Campus Provost/Executive Vice Chancellor (CP/EVC), and the CFO and Vice Chancellor of Finance, Operations, and Administration (VC/CFO) by providing guidance on academic, enrollment, and institutional planning, and campus financial and budgetary policy, planning, development and compliance matters. BAP has fiduciary oversight for ensuring the fiscal health of the campus, and supports senior leadership in fulfilling their divisional financial oversight responsibilities. Due to its reliance on integrating information from a variety of campus systems, BAP also oversees and manages the centralized campus data warehouse services which provide campus reporting and information services to all campus units and several downstream campus systems. Team members provide mentorship and serve as trusted advisors to campus units, training them on financial management best practices, policy interpretation compliance standards, appropriate use and management of the many differing funding sources, information analysis and report writing, and appropriate use of information. Budget Analysis and Planning consists of the following functional areas: 1. Strategic Resource Planning and Analysis: Staff forecast and monitor campus revenues and available funds in the areas of tuition, general state support, special state legislative allocations, and campus generated revenues, such as fees, donations, and misc. income. They guide the development of internal and external rates and fees, including the federal facilities and administrative rates and costs, and provide policy analysis and compliance review. They manage the campus's annual budget development and multi-year financial health review process. The staff project campus-wide expenditures such as Presidential, Chancellorial, and contract dictated wage increases and manages benefit pool impacts. They forecast and identify viable funding for capital projects and major maintenance needs, debt management, investment management, disaster recovery expenses (including pandemic, fires, and protests), and create funding contingencies for the unexpected. They provide periodic and on demand strategic financial data gathering, synthesis, analysis, and reporting. 2. Operational Resource Planning and Analysis: Staff prepare, reconcile and distribute the annual campus budget and revenue. They manage a variety of funds and processes including central funds, academic resources, benefit pool, capital project financing, return to aid, indirect cost recovery. They provide financial services support to a few small units that report to the Chancellor or CPEVC. 3. Data Management Services: This unit provides campus data integration services, analytical and reporting tool development and support, provides user support and training to the campus on campus data management system, explores trends for resource analysis and reporting tools and provides recommendations for future enhancements and system migrations. 4. Special Projects and Initiatives Analysts: provides critical briefing analysis and planning options to the Chancellor, CPEVC and VC/CFO as requested to help prepare executive leadership for meetings with peers, Office of the President, and Regents, and preparation of information for publishing or broad communication. This includes the synthesis of campus, system, and national data on any given topical area, and the review of trends, opportunities, issues and strategies in higher education as requested.

 

JOB SUMMARY

Reporting directly to the CFO and Vice Chancellor of Finance, Operations, and Administration (VC/CFO), with a dotted line reporting relationship to the Campus Provost and Executive Vice Chancellor (CPEVC) of the UC Santa Cruz campus, the Associate Vice Chancellor of Budget Analysis and Planning (AVC BAP) supports campus executive leadership decision making on all matters that impact the financial health and strategic investments of the campus. The AVC BAP provides the dynamic and strategic vision necessary to assure effective, comprehensive and balanced management of campus financial resources including academic resources, tuition and fee revenues, recharge income, capital funds and the campus's unallocated financial resources. The incumbent leads the annual operating budget development process and works closely with other senior campus academic and administrative leaders to successfully achieve campus goals and priorities in support of the University of California, Santa Cruz's mission of teaching, research, and public service. The AVC BAP manages the productivity and effectiveness of the BAP teams in order to ensure campus compliance to system-wide policies and state and other fund regulations; they also direct the development and implementation of policies and procedures for the establishment and management of local campus revenues such miscellaneous fees, campus assessments, and indirect cost recovery rates, and major expenditure pools such as wages and benefits, capital reserves, etc. They are accountable for controls and systems that ensure the accuracy of the campus's budget. They recommend strategies for issues and opportunities critical to the campus, such as projected state funding cuts, changes in federal indirect cost recovery regulations, strategic investment of unallocated resources, and timing and use of limited State capital and deferred maintenance funds. They work closely with the Chancellor, CPEVC, VC/CFO and other campus leaders to develop strategies and fund priorities by providing long term financial and investment planning, regulatory compliance, and risk balancing for areas such as investment, debt management, federal costing, capital projects planning, and ad hoc opportunities. The units that report to the AVC BAP support both divisional and campus-wide executive level planning by providing critical financial analysis, short and long term strategic planning, and accurate and timely resource data. They also manage the financial data repositories and campus reporting systems used widely by campus units. As a senior leader of UCSC, the AVC BAP identifies important financial resource risk trends for campus consideration and develops, recommends, and implements appropriate campus responses to those trends. The incumbent is a member of various campus-wide committees, and may be invited to relevant topics of discussion by the Chancellor's Cabinet. The lead various governance and advisory groups on behalf of the Chancellor, CPEVC, or VC/CFO. This position also serves on UC system-wide committees and workgroups representing the campus in discussions and decisions pertaining to critical resources and risk matters affecting the UC system and UC Santa Cruz, such as the system-wide Council of Budget Directors and AVCs. This position is recognized as an influential leader on the campus and within the UC system.

 

 

APPOINTMENT INFORMATION

Budgeted Salary: $240,000 - $265,000/annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

35% - Strategic Planning
 

  • Provides advice and recommends strategies to the Chancellor, CPEVC, and VC/CFO on the long-term and current financial health of the campus, as well as on immediate or forecasted issues and opportunities requiring consideration of financial investment or divestment.
  • Serves as a senior advisor to the Chancellor, CPEVC and VC/CFO on a wide range of issues including long range planning and funding administrative programs, organizations and structures that support the campus teaching, learning, research and public service mission of the University.
  • Develops and maintains multi-year strategic plans that address challenges and opportunities and determine future directions consistent with the University mission. Facilitate implementation of strategies and monitors and measures goals and accomplishments.
  • Leads other senior managers in creation and implementation of strategic financial plans and objectives.


20% - Management
 

  • Directs and controls the activities of the Budget Analysis and Planning unit through unit managers. Responsible for having overall responsibility for planning, budgeting, information delivery and campus reporting.
  • Provides direction and expertise to units, projects and work assignments. Makes final decisions on unit administrative and or operational matters and ensures effective achievement of the unit's objectives.
  • Develops and promotes training and professional development for the budget analysis and planning unit staff, as well as develop long-term succession plans for the organization.
  • Hires, trains, provides feedback and professional development opportunities for direct reports.


15% - Strategic Partner
 

  • Serves as a strategic advisor to campus executive leadership along with other campus leaders in issues involving controversial situations, negotiations, or influencing and persuading other senior level managers.
  • Develops and maintains strong relationships with strategic partners to ensure success of critical campus projects.
  • Champions the campus data warehouse and information development effort, communicates the value of data warehousing to the campus community, and ensures high-quality services delivery.


20% - Oversight and Accountability
 

  • Directs, controls, and has overall accountability for internal controls to protect University resources. Provides guidance and oversight to principal officers on financial and budgetary matters to ensure policy compliance.
  • Plans, designs, and implements campus-wide budget processes
  • Oversees the annual development of campus operating budgets, allocating resources to advance the mission of the university in consultation with senior leaders, the Chancellor, CPEVC and VC/CFO. Monitors financial and programmatic results through periodic program and financial report requests and provision of operating budget data to campus leadership.
  • Maintains close working relationships with and seek input from UCSC academic and administrative leaders to understand and support their resource planning needs and overall financial health.
  • Develops, implements, and maintains campus financial resource policies, procedures, programs and standards that advance and support the academic and research goals of the university.
  • Leads teams to ensure accuracy, clarity, and effectiveness of campus financial analysis and information.


10% - Committees and Workgroups
 

  • Represents the campus and Budget Analysis and Planning unit in campus-wide and system-wide meetings, including discussions and actions with Planning and Budget peers across the system and Office of the President (UCOP) staff. Responds to UCOP, system-wide, or peer campus's requests on a wide variety of topics.
  • Maximizes UC Office of the President support for campus initiatives and programs and assist in coordinating shared services across the UC system.
  • Represents the campus with government, professional, higher-education and other organizations on matters of resource analysis, planning and compliance.
  • Represents the Budget, Analysis and Planning unit in consultations with various campus constituencies and committees, and work constructively with the academic senate in a system of shared governance.

 

 

REQUIRED QUALIFICATIONS

  • Advanced degree in related area and / or equivalent experience and/or training.
  • Expert and broad knowledge and proficient experience with a full range of academic and financial policies; strategic budgeting and financial management practices and systems; planning and reporting techniques; fund accounting and federal OMB Uniform Guidance and costing policies; human resource planning; accounting principles and bookkeeping practices.
  • Experience in managing campus-wide information or reporting systems, with a keen understanding of the importance of establishing data and system governance best practices, sufficient to champion the campus data warehouse and campus reporting services and manage technical staff.
  • Expert ability to effectively communicate complex findings and recommendations verbally and in writing.
  • Demonstrated experience advising on varied and volatile topics simultaneously.
  • Demonstrated critical thinking and analytical skills.
  • Experienced negotiator with a client services orientation.
  • Expert interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations

  • Experience with and broad knowledge of higher education business functions and revenue streams, State of California budget approval process, and the Master Plan for Higher Education

 

SPECIAL CONDITIONS OF EMPLOYMENT

  • The selected candidate will be required to work primarily on campus, with periods of remote work possible based on operational needs.   • This position requires the ability to report to campus to work in-person as operationally required, with reasonable notice as determined by your manager; travel expenses not covered.
  • Must be able to work hours beyond the standard Mon. – Fri., 8am – 5pm workweek.
  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
  • Ability to travel to multiple work locations on and off campus.
