Department Summary:

Facilities Planning and Management (FPM) provides professional project management for the design and construction of new or remodeled facilities to support the ANR's mission of education, research and outreach. FPM is also responsible for maintaining, operating and renovating the facilities, and associated physical environment.

Position Summary:

The Financial Analyst/Capital Projects Accountant will provide high-level technical, financial, and budget support to the Facilities Planning and Management (FPM) unit as well as UC ANR Senior Leadership in support of Capital Programs. This position provides critical, high- level analysis on a wide range of budget, financial, and other resource planning and allocation issues related to capital planning, construction, and maintenance projects. Uses advanced professional concepts and organizational objectives to resolve complex issues in creative and effective ways. Works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. The position will process invoices, develop and manage departmental and project budgets, prepare reports, and update tabular and graphical data as needed for financial planning and forecasting. The position will interpret and follow UC policies and procedures for budgeting and expenditures relating to capital construction, maintenance, and professional agreements. This position works closely with colleagues from ANR Financial Services, Resource Planning and Management, Research and Extension Centers and the Business Operation Center. Contacts are both internal and external to the department.

This position is a career appointment that is 100% fixed. 

This position is posted as a Financial Analyst 4 but a Financial Analyst 3 may be considered depending on the level of experience of the hired applicant.

The home department for this position is Facilities, Planning & Management. While this position normally is based at 2801 2nd Street in Davis, CA, this position is eligible for hybrid flexible work arrangements, for applicants living in the State of California, at this time. Please note that hybrid flexible work arrangements are subject to change by the University. 

Pay Scale: 

Financial Analyst 3 - $71,100.00/year to $128,700.00/year

Financial Analyst 4 - $87,300.00/year to $125,300.00/year

BUDGET AND FINANCIAL MANAGEMENT

Responsible for day-to-day activities for various financial functions for facilities projects from inception to close-out. Provide critical, high level policy analysis on a wide range of budget, financial, and other resource planning and allocation issues. Process payment requests for construction and professional agreements. Prepare documents, statistical analyses, tabular and graphical data needed to support the Director and ANR Senior Leadership. Gather and analyze monthly expenditures for financed projects to balance budgets and for monthly drawdown requests of financed projects. Develop detailed, multiyear recharge budgets and submit monthly charges. Reconciles capital and noncapital clearing accounts monthly. Primary contact for requests of financial information for ANR capital programs as well as facilities data.

FINANCIAL REPORTING

Provide detailed analysis, monitoring, and reconciliation of financial information regarding the capital program and provide financial and other statistical data to control project financial operations. The incumbent conducts complex construction project accounting and analysis, requiring knowledge of the standard procedures and practices pertaining to capital construction projects, overall University accounting policies, and a knowledge of the campus accounting program. Apply advanced skills and knowledge to develop detailed reports for project management and high-level summary reports for leadership on the status of capital projects.

CONTRACT FINANCIAL ADMINISTRATION

Integrate project proposals along with funding sources and other information to support preparation of the Project Planning Document for approval by ANR Senior Leadership. Establish and maintain accounts for active projects. Using project administration tools, and in cooperation with Project Managers, track project progress (including budget and schedules) and audit monthly for accuracy. Assure financial documents, such as payment requests and change orders, fall within budget parameters and recommend course of action following Delegations of Authority. Maintain contact, monitor compliance and develop reporting for Statewide policy programs such as OCEAN, DIR, Buy-Clean California and others.

UNIT SUPPORT

Provide department support in all areas as part of the team environment. Provide guidance to team in financial areas such as accounts reporting, budget planning, procurement (AggieEnterprise), travel/entertainment (AggieExpense), and other areas as needed. May train staff and provide department on-boarding to new team members. As a leader in the unit, recommend improvements in standard operating procedures and support a strong customer-service and effective team environment. Represent ANR in interactions with colleagues from other UC campuses and UC Office of the President.

Requirements:

  • Advanced degree in related area and / or equivalent experience / training.
  • Advanced knowledge of financial transactions and systems, as well as related policy, accounting, and regulatory compliance requirements.
  • Ability to identify, collect, and analyze information from multiple sources.
  • Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.
  • In depth ability to use online financial systems, spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.
  • Advanced interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail.
  • In depth ability to use organizational skills to multi-task in a high volume environment.
  • Ability to adapt to changing priorities.
  • Ability to function as a member and leader/subject matter expert in a team.
  • Thorough knowledge of construction and business contracting and terminology.

Preferred Skills:

  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Knowledge of construction, architectural and engineering work and terminology.
  • Financial experience within the University of California.
  • Familiarity with the Division of Agriculture and Natural Resources programs and locations. 

Special Conditions of Employment:

  • Travel including travel outside normal business hours may be requested. Overtime and occasional weekend work as needed, usually on short notice to meet operational needs may be requested.
  • Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
