Description

The Director of Enterprise Network Services under the Office of Information Technology (OIT) is a member of the OIT Senior Leadership Team. This forward-looking position is responsible for ensuring OIT provides valued and effective network services to the UT Dallas community. The Director will play a pivotal role in creating and executing the University's Enterprise network strategy and consulting with the campus community on enterprise and research networking topics.

Minimum Education and Experience

Bachelor's degree and 5 years of related progressive experience.

Preferred Education and Experience

Preferred Qualifications:

  • Advanced Degree: Master's degree in computer science, Information Technology, or a related field.
  • Strong knowledge of network infrastructure, LAN/WAN architecture, and security protocols.
  • Extensive Experience: Over 10 years of experience in IT infrastructure management, with at least 5 years in a leadership role overseeing network or service provider environments.
  • Certifications: Relevant certifications such as JNCIP, PCNSE, CCNP, CISSP, AWS Certified Solutions Architect, or Azure Solutions Architect.
  • Higher Education Experience: Experience working in a higher education environment, understanding the unique challenges and requirements of academic and research networks.
  • Project Management: Proven experience in managing large-scale IT projects, including network infrastructure upgrades and cloud migrations.
  • Vendor Management: Strong experience in negotiating and managing vendor contracts and relationships.
  • Strategic Planning: Demonstrated ability to develop and implement strategic plans for network infrastructure and services.
  • Communication Skills: Excellent written and oral communication skills, with the ability to present complex technical information to non-technical stakeholders.
  • Collaboration: Ability to work collaboratively with various departments and teams to achieve organizational goals.
  • Innovation: A track record of implementing innovative and cost-effective network solutions.
  • Performance Metrics: Experience in developing and monitoring key performance indicators for operational excellence and customer service.


Essential Duties and Responsibilities

Leadership and Management:
  • Lead and manage a team responsible for network design, LAN/WAN/WLAN connectivity, security analysis/design, and implementation.
  • Provide technical guidance and support to the team, ensuring adherence to best practices and proven methodologies.
  • Serve as a project manager and escalation resource for all technical activities.
  • Mentor leadership of the area and ensure smooth operations of personnel.
  • Establish and nurture a high-performance IT culture that aligns with ITIL frameworks, prioritizes service quality through SLAs, and elevates user satisfaction via experience-driven XLAs
  • Build team cohesion and collaboration across all teams.
  • Collaborating with SLT/ELT and ensuring cascading of strategic OIT direction within team and also across OIT as opportunities arise.

Strategic Planning:
  • Develop and implement strategic plans for network infrastructure to support organizational goals.
  • Coordinate and execute approved adjustments and changes to increase performance and availability.
  • Provide ongoing review of capacity requirements to align with budget planning.
  • Develop strategy for OIT for all assigned areas.
  • Define, establish, and measure goals, priorities, and strategic plans for providing support that meets the University's current and future technology needs.

Network Operations:
  • Oversee the secure operation of the enterprise network, including wired, wireless, data center, and research networks.
  • Ensure stability, reliability, and performance optimization of mission-critical services.
  • Provide hands-on assistance and troubleshooting as needed.
  • Ensure user needs are met by acting as a liaison.
  • Implement and utilize reporting systems, policies, and procedures.
  • Lead the network management of wired, wireless, data center, research, and cloud networks.
  • Plan and coordinate the installation and performance of all networks.
  • Provide leadership to ensure 24/7 network availability in normal and emergency operating environments.

Network Security:
  • Develop and enforce network security policies and procedures to protect university data and resources.
  • Conduct regular security assessments and audits.
  • Lead the design, technology selection, and operations of an exceptionally reliable and high-performing mission-critical secure enterprise wired, wireless, data center, research, and multi-cloud networks.
  • Strong focus on identity and access controls, ensuring secure and role-based access to systems and data in compliance with institutional policies and cybersecurity standards.

Cloud Network & Security (AWS, Azure, GCP):
  • Manage and secure cloud network infrastructure on AWS, Azure and Google Cloud platforms.
  • Implement best practices for cloud security and compliance.

DDI Services (DNS, DHCP, IPAM):
  • Oversee the management of DNS, DHCP, and IP address management (IPAM) services.
  • Ensure efficient and reliable DDI services.

Internet2 Services:
  • Oversee the implementation and maintenance of Internet2 services to support advanced networking for research and education.

Eduroam Services:
  • Ensure the availability and reliability of Eduroam services for seamless wireless access for students, faculty, and visitors.

Telecommunication Services:
  • Oversee telecommunication services, including Session Border Controllers (SBC), Microsoft Teams, and ATT SIP.
  • Ensure reliable and secure telecommunication services to support university operations.

New Buildings:
  • Collaborate with campus planning and facilities teams to design and implement network infrastructure for new buildings and renovations.

Collaboration with Research and High-Performance Computing:
  • Work closely with the Research Support and High-Performance Computing (HPC) team to ensure network infrastructure supports HPC requirements.

Vendor Management:
  • Manage all related vendor support contracts for hardware, software, and connectivity.
  • Work in concert with software and hardware vendors for problem resolution.

Documentation and Reporting:
  • Establish business rules, maintain documentation of data and reporting protocols, and assist in the development and implementation of best practices for the management of UTD's Network Services.
  • Provide up-to-date system and network documentation and inventories.
  • Provide advance notification of all planned system and network outages and set realistic expectations on availability.

Performance Management:
  • Complete performance reviews, professional development plans, hiring processes, and disciplinary actions as necessary.
  • Identify, develop, and monitor key performance indicators for operational excellence, customer service, and technology resource utilization and support.
  • Take on service delivery issues and escalations and take ownership to remedy service failures.


Additional Information

Knowledge:
  • Extensive knowledge of LAN/WAN, Wi-Fi, VPNs, cloud-based networking systems, firewalls, intrusion detection systems, encryption, and cybersecurity best practices.
  • In-depth understanding of IT compliance standards (e.g., ITIL, ISO, SOX, COBIT).
  • Comprehensive knowledge of enterprise-level network architecture, capacity planning, and systems integration.
  • Familiarity with project management methodologies and tools, particularly for large-scale IT network infrastructure projects.
